Assignment Title: Individual Consultant based in India to facilitate and technically support the process of obtaining recognition in India of TUM’s Veterinary Medicine program/qualification, in line with applicable Indian regulatory requirements and good international practice
The Ministry of Education and Research (MoER) has received financing from the World Bank Group toward the cost of the Moldova Higher Education Project, and intends to apply part of the proceeds for individual consulting services.
The consulting services (“the Services”) is to engage a qualified expert based in India to facilitate and technically support the process of obtaining recognition in India of TUM’s Veterinary Medicine program/qualification, in line with applicable Indian regulatory requirements and good international practice. The expert will serve as a liaison between TUM/MoER and Indian authorities, to reinforce expectations of proactive facilitation. The assignment is expected to be implemented over approximately 8 months.

The MoER now invites eligible Individual Consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The Consultant should meet the following minimum qualifications requirements:
- Advanced university degree in education, public policy, higher education quality assurance, law, or related fields.
- At least 5 years of demonstrated professional experience working with Indian authorities in education regulation, accreditation/recognition processes, professional councils, or higher education regulation in India.
- Experience working with Veterinary Council of India (VCI) specifically or equivalent professional bodies would be an asset;
- Familiarity with licensed professions, especially veterinary medicine, in India;
- Experience supporting international academic programs seeking recognition in India
- Proven experience in preparing assessments and/or evaluating dossiers for recognition, accreditation, licensing, etc.
- Strong knowledge of Indian regulatory framework and stakeholders; proven ability to engage effectively with governmental and professional bodies.
- Excellent written and spoken English; ability to draft clear technical notes and correspondence.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the „Open Competitive Selection of Individual Consultants” method set out in the Procurement Regulations.
