GIZ - Advisor on anti-corruption (national institutions)

GIZ is looking for an advisor on anti-corruption – national institutions, for its project “Anti-Corruption: For Integrity and Social Responsibility in the Republic of Moldova”, financed by the German Government.
Moldova faces significant challenges related to corruption and integrity. Sustained corruption is delaying the process of accession to the European Union (EU). Furthermore, several forms of corruption undermine equal opportunities and weaken the trust that citizens place in state institutions. For this reason, the country needs institutional capacities for its fight against corruption. Governmental and non-governmental institutions alike must develop their skills and improve exchanges and cooperation among themselves.
The project therefore aims to improve the work of state and non-state actors in Moldova to fight corruption at national, regional and local levels.
This position is expected to start in February 2026. The permanent workplace for this position is in Chisinau.
The overall responsibilities covered by this position are as follows:
- Development and implementation of support to state actors to implement measures to achieve the objectives of national anti-corruption strategies.
- Development and implementation of support to strengthen technical and institutional capacities of selected state actors to combat corruption.
- Cooperate and create synergies with the 2 other components of the project providing support to state and non-state actors combatting corruption in the education sector.
- Providing backstopping and quality assurance support.
- Performing any other work-related tasks contributing to the project’s success.
Required qualifications:
- Master´s Degree preferably in Law, alternatively in international relations, development studies, or related field.
- At least 5 years of professional working experience with anti-corruption institutions and or relevant ministries.
- Previous proven experience in development cooperation or related work for an international organisation.
- Previous proven experience with the management of implementing capacity building activities.
- Full working proficiency in the usage of computers and office software packages (MS Word, Excel, etc.).
- Full proficiency in oral and written English and Romanian.
- Working knowledge of Russian is an asset.
- Displays high levels of integrity and commitment for anti-corruption.
- Willingness and flexibility to perform tasks outside the job description in case needed
- Ability to work in an international team.
- Excellent relationship management and networking skills.
- Critical thinking.
- Capacity to identify and promote new and innovative digital solutions in project implementation.
- Awareness and practical knowledge on gender and diversity principles
- Moldovan citizenship or holding permanent resident status in Moldova.
