Supply Chain Officer - Project HOPE Moldova

Project HOPE, the People-to-People Health Foundation, Inc., is a global health and humanitarian non-profit organization with 65 years of experience in 100+ countries, empowering local health workers and addressing urgent health needs through 500+ programs, is a global health and humanitarian non-profit organization dedicated to providing long- lasting solutions to global health problems, placing power in the hands of local health workers, and improving the quality of life for the world’s most vulnerable people.
Project HOPE aims to improve access to quality care for vulnerable groups in the Republic of Moldova by strengthening the health system for vulnerable people including foreign people and strengthening the network of health services in under-resourced and underserved communities.
In Moldova, Project HOPE prioritizes locally led development programs that support the primary healthcare system by strengthening the capacity of local actors to deliver quality services to the population.
Project HOPE, also, focuses on providing medical equipment and critical items to Moldova's critical health infrastructure to ensure timely access to vital medical resources, with a direct impact on quality of care, patient outcomes, emergency response, and overall institutional resilience during crises.
Project HOPE provides health and humanitarian assistance to local people in need and displaced people from Ukraine, as well as refugees from neighbouring countries fleeing the ongoing conflict
Position Purpose: Provide support to the program by undertaking technical and practical operational tasks to ensure smooth, safe and efficient operation of supply chain activities in accordance with the Operations Handbook and Procurement Manual with adherence to the donor guidelines.
Main Responsibilities:
Administration:
- Administrative coordination and functioning of the office.
- Determine the needs for office supplies and ongoing replenishment of consumables.
- Support international staff in their lodging, local transport, accommodation, and long-term stay in Moldova.
- Support the process of GIK donations and transports with humanitarian aid.
- Communication with external vendors, partners and authorities as needed, e.g. customs. emigration office, consulates.
- Flexibility and, if necessary, readiness to take over the duties of drivers / translators during informal meetings.
- Support senior management and other employees in logistical and administrative tasks.
Procurement:
- Coordinate with Supply Chain Coordinator, and the team to make sure:
- To make sure procurement trackers and make sure they are updated on regular bases.
- PRs and POs are processed within the timeline and clear none- processed ones.
- Archiving system, both soft copies and hard copies of documents as per procedure.
- Support program and support teams with preparing their RFQs relevant documents, as well as TOC (tender), reports for procurement & tender committee review.
- Participate in the evaluation of bids and proposals and make sure the bids evaluation report, technical evaluation, minutes of negotiations and negotiated contract in the selection of consultants contain all the facts and information required to justify the recommendations made in the report.
- Participate in the joint verification of procured goods, services and works and to ascertain the conformity of the item to Technical Specifications and Quantities.
- Constantly search the market for new suppliers that may provide better service or value for money for Project HOPE.
- Ensure the non-winning suppliers receive notification from Project HOPE about the status of their bids.
Assets/Inventory:
Coordinate with Supply Chain Coordinator and the team to make sure:
- All Assets and General Program Equipment are received, registered, tagged, and updated as per Project HOPE procedure.
- Inventory check on Assets and GPEs as per Project HOPE procure monthly, bi-annually, and annually.
- Follow up with HR and IT to issue assets and GPEs to new staff arrival.
- Follow up with HR and IT to receive issues assets to all staff leaving the mission.
- Work closely with Supply Chain Coordinator, relevant logistics staff to make sure Assets and GPEs inventory database are updated accordingly to Project HOPE operational handbook.
- Archive of Assets and GPE documents both hard copies and soft copies.
- Dispose and transfer of Assets, GPEs as per Project HOPE procedure and government regulations.
Transportation and Fleet Management:
- Project HOPE vehicles, if any, are tagged, tracked, and maintained.
- Project HOPE Fleet Operational Handbook is in place, explained and followed.
- Book flight/train/bus tickets for staff when or/and, if applicable, coordinate reservations with travel agency.
- Follow up on fuel consumption reports and make sure they are within the acceptable frame.
- Place contract for vehicle agreement whenever required.
Facilities: - Receive Maintenance Facilitates requests from staff at both office and guest houses and make sure they are followed, maintained on timely manner with Facilities officer.
- Track all requests.
- Study and analyse all requests and advise management on best way forward.
- Track all expenses on facilities.
- The responsibilities listed in the JD are not exhaustive and may be readjusted according to operational needs but will remain in line with the overall purpose of the role
Educational background:
- Bachelor’s degree in logistics, business, economy, engineering, or other relevant degrees.
- Previous experience working with international organizations is considered strong advantage. Understanding of iNGO sector and the humanitarian context will be an advantage.
Years of Experience:
At least 2 years of relevant experience in procurement and supply chain activities, including management and logistics responsibilities.
IT Technical Skills (Equipment, Software, Tools, others):
- Excellent computer skills MS Office: Teams, Word & Excel

Language Skills: Fluency in Romanian and English (both written and oral) is required.
Type of contract: Employment contract; Full-time job
Salary range: 1,500 USD Gross/monthly.
Initial duration of the fixed-term contract: 2 months as a probationary period, subsequent extension for 1 year.
