Swedish Prison and Probation Service - Project Officer (consulting services)

Introduction
The Swedish Prison and Probation Service, in close cooperation with Moldovan counterparts, is implementing a long-term capacity-building programme in Moldova’s Prison and Probation system. The project (2024–2028) is funded by the Swedish International Development Cooperation Agency (Sida) through the Embassy of Sweden in Moldova.
The project focuses on strengthening the Human Resource management in three key areas:
- Recruitment and staffing
- Training and professional development
- Organisational culture and leadership
Scope of Work
The Project Officer will provide administrative, organisational, and interpretation support to the project team to ensure effective implementation of programme activities.
Duty station: Chisinau
Tasks and responsibilities:
Interpretation and translation
- Provide interpretation and translation of documents (Romanian ↔ English).
- Proofread and review texts, check translations, and support production/dissemination of documents in print or online.
- Deliver interpretation during meetings, workshops, trainings, and field visits.
Project activities and events
- Support organisation of trainings, seminars, workshops, and advisory sessions, including liaising with participants, booking venues, preparing materials, and ensuring timely follow-up.
- Draft minutes of meetings, workshops, field visits, and advisory sessions.
- Distribute, collect, and compile questionnaires and feedback from participants.
Logistics and practical arrangements
- Assist in scheduling meetings.
- Make arrangements for international travel, accommodation, local transportation, and related logistics.
Data, monitoring and reporting
- Record, maintain, and update project data and documentation.
- Collect monitoring data and support reporting on activities and results.
Contracts and administration
- Draft and follow up on contractual and administrative files related to project activities.
- Provide general office administration support (e.g., equipment and supplies).
Communication and visibility
- Assist in ensuring project visibility, including preparing and sharing of communication and visibility materials.
General support
- Carry out other tasks as required to support project implementation.
Qualifications:
- Essential qualifications and experience
- Bachelor’s degree in a relevant field
- Proven experience in translation and interpretation services
- Driving licence
- Essential knowledge, skills and abilities
- Strong ability to establish effective working relationships with stakeholders
- Excellent oral and written communication skills in English and Romanian
- Strong drafting and editing skills
- Competence in information collection and reporting
- Strong organisational, logistical, and planning skills
- Desirable qualifications and experience
- Previous experience in the penitentiary system and/or rule of law sector
- Experience working with international organisations or projects
- Desirable knowledge, skills and abilities
- Understanding of project management principles

What this opportunity offers
This role provides a unique opportunity to contribute to Moldova’s justice sector reform in cooperation with Swedish and Moldovan institutions. The Project Officer will gain hands-on experience working in an international development programme, building skills in project management, coordination, and institutional capacity-building. The position offers valuable exposure to international cooperation, policy development, and system reform in the rule of law sector.
