Duty Station: SRC Country Coordination Office in Chișinău, Republic of Moldova, with regular field visits
Reporting to: SRC Country Representative
Period: 1 year with possibility of extension
Start Date: November 2025
Organizational Context in Moldova
The Swiss Red Cross (SRC) is dedicated to supporting people affected by crises around the world. As part of the International Red Cross and Red Crescent Movement, SRC responds to emergencies, natural disasters, and contributes to long-term development and resilience-building.
In Moldova, the SRC has been active since 2004, providing humanitarian support and working closely with the Moldovan Red Cross Society (MRCS). Since reopening its Country Coordination Office in 2012, the SRC has supported a wide range of programmes in health, social assistance, emergency response, and National Society Development (NSD). The new 2025–2028 Country Programme continues to focus on Health & Care (including Healthy Ageing, Blood Safety, and Refugee Response), while reinforcing organizational capacity at both the MRCS headquarters and branch level.
Purpose of the Job
The Programme Support Coordinator will be responsible for providing day-to-day support to SRC-funded projects implemented by the Moldovan Red Cross, ensuring coherent planning, coordination, monitoring, and reporting. The role is essential for ensuring the quality and sustainability of programme implementation and contributes directly to the long-term institutional development of the MRCS.
This is a national position. The successful candidate will work closely with both the SRC Country Representative and MRCS project teams across multiple locations.
Major Duties and Responsibilities
1. Programme Coordination and Support
- Assist in the implementation and monitoring of projects in the fields of Healthy Ageing, Blood Safety, and Refugee Response.
- Support MRCS HQ and branch staff with planning, budgeting, and progress tracking.
- Conduct field visits to MRCS branches and community centres to provide hands-on support.
- Participate in coordination meetings and contribute to strategic planning for future project phases.
2. Technical and Operational Guidance
- Help develop operational plans and reporting tools in line with SRC standards and donor requirements.
- Provide mentoring and support to MRCS staff on activity implementation and narrative/financial reporting.
- Contribute to local fundraising and visibility activities where appropriate.
3. National Society Development (NSD)
- Support implementation of SRC-funded capacity building activities in areas such as HR, finance, procurement, and logistics.
- Assist in training and mentoring MRCS staff and volunteers to improve institutional capacities.
4. Coordination and Representation
- Maintain regular communication with MRC project and branch teams.
- Liaise with Movement partners (IFRC, ICRC) and local stakeholders on behalf of SRC at operational level.
- Represent SRC in operational-level meetings and maintain a high standard of coordination with key actors.
5. Reporting and Documentation
- Contribute to SRC’s internal reporting requirements (monthly, quarterly, annual).
- Assist MRCS in producing timely and accurate reports for donor-funded projects.
- Document lessons learned and good practices from field level project implementation.
Qualifications and Competencies
Required:
- University degree in social sciences, public health, development studies, or a related field.
- Minimum 3 years of experience in project coordination, preferably in humanitarian or development sectors.
- Experience working with NGOs, public institutions, or the Red Cross/Red Crescent Movement.
- Excellent knowledge of Romanian and good command of English. Knowledge of Russian, Ukrainian, Gagauz languages is a strong asset.
- Strong organizational, planning, and communication skills.
- Proficiency in Microsoft Office (Word, Excel, PowerPoint, Outlook); familiarity with digital M&E tools is an advantage.
- Willingness to travel frequently within Moldova.
- Driving license category B
- Understanding of results-based management (RBM) approaches.
Desireble:
- Knowledge of the healthcare/social protection system in Moldova.
- Familiarity with Red Cross/Red Crescent Movement principles.
- Experience in capacity building or mentoring of implementing partners.
