UNHCR is looking for a Programme Associate (G6) for a Temporary Appointment, for an initial period of 6 months, with the possibility of extension subject to performance and availability of funds.


The Programme Associate will be an integral part of the Programme Unit, working under the direct supervision of the Assistant Programme Officer.

A knowledge of Results-Based Management is essential for this role, along with advanced computer skills, particularly in MS Office. Proficiency in creating pivot tables, managing data, and using Excel for complex tasks is highly desirable.

Fluency in English and Romanian is a requirement, and the knowledge of Russian is desirable.

The ideal candidate will have experience in managing or supporting projects and programmes, especially within non-profit or international organizations. This should be complemented by excellent organizational and time-management skills to handle multiple tasks and meet tight deadlines. Strong interpersonal skills are key, as the position requires working collaboratively with diverse teams, including colleagues at the Country Office in Moldova as well as the regional Bureau.

The incumbent will oversee the day-to-day implementation of the projects, coordinating across teams, managing the budget, assessing risks, and ensuring that mitigation measures are in place. They will also ensure that project outputs are delivered on time and will report on progress and results in a timely and clear manner. Attention to detail and strong communication, drafting, and reporting skills are essential for success in this role, as are negotiation skills.

Experience in project management would be an asset. A proactive attitude, initiative in problem-solving, and the ability to work autonomously are important qualities for the position. Additionally, the Programme Associate must be stress-resistant, capable of performing effectively under tight deadlines and in fast-paced environments.

Remuneration & Benefits:

A competitive compensation and benefits package is offered. The annual net salary is between MDL 386,058 and MDL 450,403 depending on relevant experience, excluding dependency allowances (if applicable) and mandatory deductions. Mandatory medical insurance (1.05% to 2.40 %) and pension fund enrollment cost (7.9%) will be deducted from the net salary.  

Annual leave: UNHCR staff members holding a temporary appointment will accrue annual leave at the rate of 1.5 working days for each full calendar months of service (i.e. 18 working days per year). 

Pension system: Staff members holding an initial temporary appointment for 6 months or more will become participants in the United Nations Joint Staff Pension Fund (UNJSPF).  

Health insurance plan: locally recruited staff members in Chisinau will be enrolled in the Medical Insurance Plan (MIP). The coverage is also optionally available for eligible family members.
