The Community Organizational Development (COD) Program Specialist (PS) at Peace Corps Moldova
LOCATION: Based in Chișinău, Moldova
CLASSIFICATION: Full-time, contracted position. Starting Annual salary: $18.264

The Community Organizational Development (COD) Program Specialist (PS) is responsible for assisting the Program Manager (PM) in providing leadership, oversight and management of Peace Corps Moldova’s COD Project as well as programmatic support to Trainees and Volunteers
The Community & Organizational Development (COD) Program Specialist main responsibilities:
Project Support
- Maintains Project files, including but not limited to: correspondence related to the Project; Project-specific Volunteer information (contacts at sites with host organizations and host families, phone numbers, work and vacation schedules, correspondence with individual Volunteers, etc.), and technical reports.
- Keeps Project files compliant with Records Management Guidance.
- Conducts Annual Clean-up & Annual File Plan compliant to Records Management Guidance.
- Assists PM and DPT with Project-related meetings, visitors, visits and other project-related travel, documentation and correspondence.
- Performs routine translations of documents and conversations in any combination of the following languages: English, Romanian, and Russian.
- Compiles results of questionnaires, needs assessment, PCVs work & vacation schedules, site visits general schedule.
- May be responsible for drafting sections of reports.
- Performs other duties as assigned by PM and Director of Program and Training (DPT).
- Serves as the backup when the PM is not available.
Site Identification and Development
- Coordinates with host country partner(s) and regional officials, community partners, and counterparts.
- Coordinates with current and potential host families or housing providers.
- Works with PCVs, government officials, local administrations and, others to identify potential site placements.
- Evaluates housing options identified by the potential partners or Peace Corps Volunteers (PCVs), reviews the site history files, and identifies any safety concerns in a region/site.
- Assist the PM to provide the SSM with important safety and security-related information including but not limited to site survey forms for community, partner agency, and housing, completed minimum housing criteria.
- Assist the PM to ensure that a housing checklist has been completed and approved before the PCV inhabits the house or immediately thereafter.
- Assist the PM to ensure that designated host country partners have gone through the partners’ orientation training and are prepared for the PCV’s arrival; understand the PCV’s role in the community and their role as partners in supporting the PCV, including their safety.
- Assist the PM to ensure that host family members have gone through the Host Family orientation training and are prepared for the PCV’s arrival; understand the PCV’s role in the community and in the family and their role as host family in supporting the PCV, including their safety.
- Assist the PM evaluate Peace Corps Trainees(PCTs’) and future partners’ interests, skills and expectations to make the best possible match.
- Keeps and updates mandatory site management documentation and place it in site development file and VIDA compliant with Site Management Guidance.

Volunteer support and Site Visits
- Assists PCVs to develop realistic expectations about their role and work in Moldova.
- Plans and conducts PCV site visits in coordination with the PM.
- Observes Volunteer work and activities then provides coaching and feedback to improve effectiveness.
- In coordination with PM, provides Volunteers and partners support through site visits, informal discussions, technical support, addressing cross cultural issues, and regular communication. As needed supports the PCV to resolve conflicts and problems.
- Supports Volunteers regarding community integration, community development and secondary projects in coordination with the PM.
- Maintains PCV files, including but not limited to site visit forms and Volunteer/partner correspondence.
- Monitors and evaluates the Volunteers’ work and occasionally write responses to PCVs' work reports.
- Assists PM to maintain prompt and responsive correspondence and other communications with Volunteers.
- Provides technical assistance and guidance to PCVs as needed as they develop resource materials for projects.
- Maintains lists of home and work addresses and telephone numbers of contact people at sites and of professional network.
Administrative support
- Translates letters, support and agreement documents for Project, and other documents as needed.
- Functions as interpreter as needed in meetings with the government officials, partner organizations and host families.
- Makes appointments with necessary officials.
- Makes arrangements for site visits.
- Follows instructions of senior staff member in conducting research and assembling information.
- Places orders to General Services Officer for goods and services.
- Participates in the Integrated Planning and Budgeting System (IPBS) process.
- Works with the Admin Unit to create realistic budgets for training events (Pre-Service Training, Tech In Service Trainings) and other program related expenses.
- In coordination with the PM, identifies, purchases and/or orders, materials for PCV and counterpart use.
Training
- In coordination with the PM, DPT, and Training Manager(TM) supports the 27-month technical learning continuum including overall training design, goals, flow of sessions with behavioral objectives and technical competences, sessions design. Supports the maintenance of the technical components of Learning Space.
- Assists the PM in designing/refining the PST technical component content/curriculum. This includes establishing clear roles and responsibilities for PM, PS, technical trainer, and PCVs involved as well as coordinating logistics with PST staff for practicums, PST permanent site visits, Site Team Conference, Host Family Orientations, etc.
- In coordination with PM, conduct intake and site placement interviews with COD Trainees to learn more about their technical background, professional needs, and preparedness for going to work sites to decide the best Volunteer/site matches.
- Assist PM in designing and implementing ISTs, and coordinates logistics for project related ISTs with TM.
- Facilitates some of the technical sessions during technical training component.
- Identifies guest speakers and external trainers for technical training component.
- Assists the PM in coordinating, implementing and evaluating the technical training component as an integral part of the training process.
- Participates in individual assessment of Trainees and provides feedback to Trainees and PST technical group.
- Assists the PM, DPT, and TM in designing and implementing the technical component for the COS Conference.
Professional Development
- Participate in in-country and out-of-country training activities provided to Peace Corps staff.
- Ask for on-going feedback to improve project outcomes and PCT/V support to improve professional outcomes.
- Keeps up-dated on the development/changes in the Moldovan educational system and National English teaching curriculum requirements.
- Experience: Minimum two years of work experience in related area (Community Development).
- Languages: Level 3 good working knowledge, proficiency in speaking/reading/writing English, Romanian, and Russian The language skills will be tested during the interview.
- Education: Bachelor’s degree in social studies, Community Development, Psychology, Teaching or related field.
- Skills and Abilities:
- Strong communication interpersonal and organizational skills and experience.
- Diplomacy and tact with staff, Volunteers, Trainees, community members and members of Government!
