GIZ - Civil Engineer or Architect



The German Development Cooperation (GIZ) is looking for a Civil Engineer or Architect with expertise in construction works in residential buildings to join the Energy Efficiency and Renewable Energy team in Chisinau. The project component is financed jointly by the German Federal Ministry for Economic Cooperation and Development (BMZ) and the European Union (EU).

This position is planned to start in November 2024 and last for a 12-month period with the possibility to be extended, based on a successful employment period and project extension. The Civil Engineer or Architect will be in charge of technical analysis, procurement and quality control of construction works linked to energy efficiency and renewable energy in residential buildings. Framework is a EU-funded pilot within the Moldovan Residential Energy Efficiency Fund (MREEF) focusing on rural residential single-family houses. The permanent workplace for this position is in Chisinau. The overall responsibilities covered by this position are as follows:

  • Advise and support to the project’s partners concerning the implementation of pilot projects within the MREEF: deliver first-hand knowledge, expertise and ad-hoc advice on construction works to MREEF beneficiaries (house- / homeowners) and the National Center for Sustainable Energy (CNED); conduct technical analyses related to energy refurbishments in buildings; support to the procurement, supervision and quality control of construction works; ensure the correct application of national and international norms and standards related to construction works; contribute to the development of policy recommendations and capacity building measures; manage the implementation of GIZ-commissioned external consultancy services; facilitate workshops and discussions among project implementing partners and beneficiaries (house-/homeowners, CNED, construction companies, external auditors, etc.); assist in project monitoring and reporting;
  • Contribute to knowledge management and exchange: support knowledge transfer and cooperation in the field of energy efficiency- (EE) and renewable energy- (RE) related construction works between different projects, implementing partners and international development cooperation institutions in Moldova; contribute to knowledge sharing, communication campaigns and outreach of the project; provide contributions to the presentation of best practices, publications, etc.;
  • Coordination: assist in the project and activity planning and develop project concepts; coordinate relevant project activities at national level in consultation with the GIZ management and in close cooperation with the implementing partners (CNED; etc.); coordinate external consultancy services, including the preparation of terms of reference and tender documents, contract negotiations, communication with the GIZ procurement unit, as well as deliverables of the consultants, quality control and internal / external reporting;

Required qualifications:

  • Master’s degree in Civil Engineering or Architecture with a focus on construction works in buildings
  • recognised expertise and work experience in the procurement of construction works, construction site management, supervision and quality control
  • good understanding of the Moldovan governance structures and national norms and standards related to the building sector
  • at least 5 years professional experience related to construction works in buildings, preferably under consideration of energy efficiency aspects
  • language skills: native Romanian and excellent English (both spoken and written)
  • strong work ethics and sense of responsibility
  • diplomatic and context-sensitive facilitation skills and skills for arbitration in case of dissent among stakeholders
  • commitment to teamwork
  • excellent knowledge of ICT technologies and computer applications (e.g. MS Office)
  • willingness to up-skill as required by the tasks to be performed within the project - corresponding measures will be agreed with the management
  • ability to organise, to work independently and to meet deadlines
  • willingness to travel (locally and abroad) occasionally
  • Moldovan citizenship or holding permanent resident status in Moldova
