GENERAL CONTEXT AND BACKGROUND:

HEKS/EPER is a Swiss INGO founded in 1946. HEKS/EPER is supporting local partner organizations with around 200 projects in 34 key countries worldwide. HEKS/EPER Moldova Office cooperates with NGO active in the field of development cooperation and humanitarian aid.

HEKS/EPER is active in the Republic of Moldova since 2004 and the latest Country Program 2016-2020 was aiming at improving the living conditions for people in the rural areas of the Republic of Moldova. The focus on the rural areas addressed the disparities and inequalities in development of urban and rural areas in Moldova.

The conflict in Ukraine has created a regional humanitarian crisis. Moldova is one of the main refugee-hosting countries and a transit country for onwards. As of 15 June, 498’896 people have entered Moldova from Ukraine, of which 85’948 Ukrainian refugees and 3’873 third-country nationals have remained in the Republic of Moldova. The number of persons arriving from Ukraine into the Republic of Moldova has fluctuated since the escalation of the war in Ukraine.

Due to such a context and knowing that HEKS/EPER has a previous strong experience in the country by supporting local partners, it has been decided to start a humanitarian programme. HEKS/EPER implements projects through well-known partners that were supported by HEKS/EPER during the last 15 years.

MAIN RESPONSIBILITIES AND TASKS:

Main responsibilities

Tasks

 

Transport and admin support

  • To provide transport services for staff and other authorized Passengers and goods to and from assigned destinations in a safe, efficient and courteous manner, strictly adhering to road traffic rules.
  • Demonstrate consistency in upholding and promoting the values of the Organization in actions and decisions, in line with the Organization Code of Conduct.
  • Ensure that the technical servicing and repair of the vehicle during the warranty period is carried out only at the Authorized Technical Service Center.
  • Carry out daily maintenance checks on vehicles and ability to detect faults and report promptly to supervisor.
  • Ensure Vehicle is roadworthy before starting journey including lights, tyres, fuel, oil and lubricants.
  • Keep the vehicle clean, inside and outside.
  • To properly ensure all the records in the Service Book regarding the exchange of all consumables.
  • Ensure vehicles are serviced at the stated mileage and all details documented in the Logbook.
  • Recording and correct completion of logbooks and fuel consumption records.
  • Ensures the vehicle is supplied with fuel.
  • Liaise with Operations in to ensure that organization vehicles are serviced on time and have all the necessary equipment (toolbox, tow rope, jake, first aid kit, Fire extinguishers).
  • Share weekly reports on the state of the vehicles.
  • Immediately report any accidents by filling in the accidents report.
  • Maintain a high degree of confidentiality and discreteness in discussions and travels involving the nature of the role, passengers and destinations ensuring the safety and security of passengers and vehicle in his/her care.
  • Assist to collect quotations, vendor identification for various supplies, collection of supplies.
  • Collect all cheques when purchasing a product or service.
  • Assist with verification of items requested and ensuring the quantities match the orders.
  • Assist the project team with signing of distribution, participants, payment lists in the various project activities.
  • Any other duties as may be assigned by Finance and Admin Coordinator, Finance, and Logistics Assistant.

Safety and Security

·       Together with team members, assess and consult other partners to ensure security of the operation; Ensure risk assessment and share security information.

·       Assist team members to produce timely incident report to the line manager and advice on taking corrective measures, if needed.

 

Education and professional experience

  • High school diploma or associate’s degree.
  • Certificate of Education & Computer literate.
  • A valid driving license class B, C (other categories will be a plus).
  • Excellent driving skills with over 7 years continuous driving experience.

Professional requirements

  • Knowledge and strict compliance with the Road Traffic Regulations.
  • Knowledge of vehicle operating rules.
  • Advanced knowledge of the geographical areas of the Republic of Moldova.
  • Knowledge of Microsoft Office applications.
  • Must be able to function comfortably in a complex work environment, working and prioritizing multiple tasks.
  • Good knowledge of mechanic is an asset.
  • Previous work experience across Moldova.
  • Experience within a government or NGO or Corporate/Office environment.
  • Driving, safety and security training certificates from other INGO or UN agencies is a plus.

Language

  • Fluency on Romanian and Russian Language.
  • Ability to speak English is a plus.
