Assistant Project Control Officer (NOA), Temporay Appointment - UNHCR Moldova



UNHCR is looking for an Assistant Project Control Officer, for a period of 6 months, with the possibility of further extension, subject to performance and availability of funds.

The Assistant Project Control Officer reports directly to the Project Control Officer and plays a very important role in maintaining harmonious and effective partnerships, and often interacts with partners.

The Assistant Project Control Officer will be working closely with the operation to provide support for oversight of projects with UNHCR partners and will be required to:

• Review project agreements, facilitate the project partnership agreement audit, follow up with partners to implement the audit recommendations, track project risk management and support project closures.
• Assist with the development of the direct implementation monitoring plan in collaboration with the Programme Unit and other relevant functions.
• Interact regularly with implementing partners, (local) government officials, and external and internal stakeholders, as required.
• Provide guidance/trainings on UNHCR project management to external and internal stakeholders, as required.
• Conduct reviews of the internal control systems of partners implementing projects and provide advice as required.
• Contribute to reviewing, analyzing and verifying Financial and Performance Partner Reports (PFR and -PPR), and to checking accuracy and consistency between PFR and PPR, in accordance with partnership agreements.
• Coordination and facilitation with the OIOS and UN board of audit missions and follow up with relevant units to implement the audit recommendation.

Knowledge of English is required, working level of Russian and Romanian is considered an asset.

Candidates with a degree in the field of Accounting, Business Administration, Economics, Finance or Public Administration are considered favorably.

Remuneration & Benefits:

A competitive compensation and benefits package is offered. The annual net salary is between MDL 625,921 and MDL 737,191 depending on relevant experience, excluding dependency allowances (if applicable), mandatory medical insurance and pension fund enrollment.
