About the Eastern European Coalition for LGBT+ Equality
Founded in 2014, but legally registered in 2021, the Eastern European Coalition for LGBT+ Equality emerged as a collaborative effort, with the Coalition being comprised of six member organizations representing five countries of the Eastern European region.
Our overarching project goal is to safeguard the security, fortify resilience, and foster sustainable development within local LGBT+ communities, while simultaneously fostering bridges of solidarity both within the Eastern European region and on the international stage.
More particularly, one of the priorities of the Coalition’s work is to provide timely and accurate information on the state of the rights of LGBTI+ people in the region to international and interregional bodies and become active proponents of change within the organization’s advocacy efforts. It is especially essential in the times when the region is shaken by war and other events contributing to acute crisis points for vulnerable groups, out of which LGBT+ people stand out as those grappling with, simultaneously, lack of legal rights, marginalization, and violence.
Introduction:
The Eastern European Coalition for LGBT+ Equality is seeking a part-time Lobby and Advocacy Expert to support our advocacy efforts, specifically focusing on issues related to the situation of the LGBT+ community in Eastern Europe. The selected candidate will play a crucial role in advancing our organization's objectives through effective advocacy and lobbying strategies, leveraging their expertise and network within international institutions.
Objective:
The primary objective of theLobby and Advocacy Expert is to contribute to the advancement of LGBT+ rights and advocacy efforts in the region by providing strategic guidance and in-depth analysis of the human rights situation, as well as developing lobbying initiatives and forwarding the Coalition’s expertise on LGBT+ rights in Eastern Europe on international and interregional level.
Responsibilities:
The responsibilities of the Lobby and Advocacy Expert include, but are not limited to:
- Conducting comprehensive research and analysis on the political, social, and legal landscape concerning LGBT+ issues in Eastern Europe. This entails preparation of reports, submissions and statements.
- Developing and implementing advocacy and lobbying strategies to influence policymakers, legislators, and key stakeholders at the regional and international levels.
- Building and maintaining relationships with relevant governmental agencies, non-governmental organizations (NGOs), and international institutions.
- Representing the organization in meetings, conferences, and other relevant events to advocate for LGBT+ rights in the region and raise awareness of pertinent issues.
- Providing strategic advice and recommendations to the organization's leadership team based on the latest developments and trends in LGBT+ advocacy.
- Collaborating with other team members to integrate lobbying efforts with broader advocacy campaigns and initiatives.
Qualifications:
The ideal candidate for the position of Lobby and Advocacy Expert should possess the following qualifications:
- Proven experience in lobbying and advocacy, particularly in the field of human rights, with a focus on LGBT+ issues.
- In-depth knowledge of the political, social, and legal landscape in Eastern Europe, specifically as it pertains to LGBT+ rights and discrimination on the basis of SOGI.
- Demonstrated ability to develop and implement effective lobbying strategies that yield tangible results.
- A broad network of contacts within international institutions, government agencies, NGOs, and civil society organizations relevant to LGBT advocacy.
- Excellent communication and interpersonal skills, with the ability to build and maintain relationships with diverse stakeholders.
- Fluency in English is required. Knowledge of additional languages spoken in Eastern Europe is an asset.
Duration and Working Arrangements:
- The position is part-time, with an expected commitment of 20 hours per week.
- The initial contract duration is 7 months, with the possibility of extension based on performance and funding availability.
- The Lobby and Advocacy Expert will work remotely, with occasional travel as required for meetings, conferences, or advocacy events.

7. Remuneration:
The selected candidate will receive a competitive remuneration package commensurate with qualifications and experience.
8. Evaluation:
The selection of the Lobby and Advocacy Expert will be based on a combination of qualifications, relevant experience, and demonstrated ability to fulfill the responsibilities outlined in this ToR.
