About ERIM

ERIM (formerly known as IREX Europe) is a not-for-profit organisation based in Lyon, France. We provide innovative projects to promote human rights and strengthen independent media and civil society. The ERIM approach emphasises partnerships with local development organisations to bring about change through training, partnerships, education, research and sub-granting schemes.

We are looking for an experienced Grants Manager consultant for a 12-month contract aiming to support ERIM in overseeing the implementation of Financial Support for Third Parties (FSTP).

The work of the consultant will be in support of the “ProElect - Promote accountability in Electoral processes in EaP through increased participation and capacity of civic actors” action, funded by the European Union. ProElect is a regional project run by the Transatlantic Foundation in partnership with ERIM which aims to ensure that civil society actors in the Eastern Neighbourhood are engaged, capable and knowledgeable in monitoring elections and promoting democratic accountability mechanisms.

 

The Role

The consultant is expected to start on July 1, 2024 and support ERIM over a 12-month period with an average of 100 working days per year, with potential adjustments according to the project needs. The consultancy contract will be based on deliverables. We are looking for a candidate with strong expertise and experience in organizational capacity building, management, strategic planning, and if possible, connected to networks of experts that can provide complementary support in specific areas.

The estimated daily rate is 160 EUR, with a total budget capped at €16,000.

 

The Mission

We plan to select around twenty organisations (including CSOs and independent media organisations) to receive grants for Local and Regional actions in support of free and fair elections in EaP :

  • 14 local grants  for an estimated of 4-9 months in EaP focusing on electoral awareness, community engagement, disinformation and coalition-building
  • 6 regional grants for an estimated of 9-12 months focusing on cross-border collaborative projects for electoral monitoring and observation activities

The work of the consultants will be to assist ERIM in the selection, assessment, monitoring and evaluation of the FSTPs as well as the coordination between the beneficiaries and the organization of networking events.

 

Main responsibilities and tasks

In coordination with ERIM team, the consultant will be responsible for:    

  • Sharing grant opportunities and collecting applications
  • Taking part and documenting the selection process
  • Drafting contracts and tracking grants outcomes and outputs
  • Ensuring the monitoring and evaluation of 20 local and regional grants in the EaP, including through travel to ensure on-the-ground monitoring of beneficiary activities, including monitoring visits and evaluation meetings
  • Support ERIM in the organization of 2-4 webinars to inform potential applicants about the funding availability as well as on-site networking meetings and monitoring visits
  • Support ERIM in developing quarterly and yearly narratives reports
  • Being involved in capacity development activities of CSOs (depending on the skills of the chosen applicant)
  • Regularly communicate with ERIM team on project progress

 

Essential criteria

  • Formal education – degree/masters in a relevant field of study (law, human rights, development, project management, social studies, international relations, etc.) and/or the equivalent combination of education and work experience
  • At least three years’ experience in organizational capacity building, project management and support to CSOs and media actors
  • Excellent knowledge of the context in EaP
  • Excellent computer skills (Word, Powerpoint, Excel)
  • A strong network of contacts in the fields of civil society development, human rights promotion and/or media development. A network of contacts in EaP will be considered a plus
  • Fluency in written and spoken English is mandatory, Russian language skills are a strong plus
  • Pro-active, solutions focused, and able to work independently
  • Organised and able to meet deadlines
