Justice and Anti-Corruption Program Specialist - USAID Funded Effective Justice Programs

Dexis Consulting Group, an international development firm based in the United States with a branch in Moldova, is seeking qualified Moldovan nationals as candidates for a Justice and Anti-Corruption Program Specialist to support its USAID funded activities within its Effective Justice IDIQ task orders.
Initial Period of Work: Date of Hire – February 2026
Work Environment: Hybrid (time split between Chisinau office and Moldova based work from home)
Reporting: Task Order Leadership
The Justice and Anti-Corruption Program Specialist will be required to successfully complete the following tasks and responsibilities:
- Provide justice sector expertise to support the technical side of evaluation and selection of grants to be issued within current and future Task Orders. Current task orders include Justice and Anti-Corruption Reform Activity (JARA) and Model Court Initiative (MCI)
- Ensure technical monitoring and evaluation of all aspects of the implementation of individual grants (“technical” refers to the perspective of justice and anti-corruption sector reform objectives).
- In coordination with Task Order Leadership, and in close cooperation with the Grants Specialist, conduct regular site visits to grantees and provide capacity building and organizational support to grantees.
- In coordination with Task Order Leadership and in close cooperation with the Grants Specialist review and edit all grantee narrative reports and provide grantees with capacity building to improve reporting and activity implementation.
- In close cooperation with Task Order Leadership contribute to the development of future grant calls (RFAs) and the selection / pre-award processes for grantee applicants.
- In close cooperation with the Grants Specialist conduct closeout activities for grants in line with the Dexis Moldova Effective Justice Grants Manual provisions.
- Provide back up support to the Grants Specialist to ensure all grant records are complete and organized and saved in the field office file and uploaded on SharePoint for home office access.
- Support Task Order Leadership to address grantee challenges within award implementation.
- Provide support for other Task Order activities within the thematic areas of justice sector reform and promotion of anti-corruption. Perform other duties as assigned.
Minimum Qualifications:
- Broad understanding of justice sector reform, broad scope anti-corruption objectives and the impacts of both on EU integration requirements.
- Prior experience working with donor-funded projects and in supporting donor-funded grants, direct experience with USAID funded programs will be a strong advantage.
- A university degree in a field relevant to justice sector and anti-corruption reform activities.
- Experience with capacity building for Civil Society Organizations.
- Ability to work independently under minimum supervision and efficiently coordinate several ongoing tasks.
- Ability to work under pressure with a positive attitude, as a part of the project team.
- Advanced competency in using Microsoft Office (Word, Excel, and PowerPoint).
- Excellent report writing and presentation skills.
- Fluency in oral and written English, Romanian. Those also fluent in Russian will be given preference.
