The European Union Partnership Mission in the Republic of Moldova (EUPM Moldova), is part of the Common Security and Defence Policy (CSDP), which enables the Union to take a leading role in peace-keeping operations, conflict prevention and in strengthening of international security. It is an integrated part of the EU's comprehensive approach towards crisis management, drawing on civilian experts as well as experts from the police and other areas.
EUPM Moldova was established on 24th April 2023 by the Council of the European Union in response to
a request from the Moldovan Government to the EU to support the Moldovan authorities in contribute to enhancing the resilience of the security sector of the Republic of Moldova in the areas of crisis management and hybrid threats, including cybersecurity and countering foreign information manipulation and interference.
EUPM Moldova Headquarters is currently located in Chisinau and is progressively increasing its presence in the host country. In this perspective, EUPM Moldova is looking for Local National Staff to support its operations in Moldova.
The EU strives for improved gender balance in CSDP operations in compliance with UNSCR 1325.
General Requirements & Eligibility
Applicants should:

- Be in possession of Moldovan citizenship and/or of a valid residence and work permits according
- to Moldovan laws;
- Be physically fit to perform the duties relating to the post (a medical certificate will be required before any employment offer);

Position Title: Public Communication Administrative Officer
Department/Unit: Deputy Head of Mission/Chief of Staff Office/Press and Public Information Unit

Public Communication Administrative Officer reports to the International Press and Public Information Officer (PPIO). As part of the Office, the Public Communication Administrative Officer shall support the efficient and effective accomplishment of its functions through the development and implementation of press and public relations activities as well as all associated administrative tasks.
Duties and Responsibilities
The Public Communication Administrative Officer will be required, in accordance with EUPM Moldova’s mandate, Code of Conduct and the General Service Conditions for locally contracted staff employed by EUPM Moldova, to perform the following tasks:
- Contribute to EUPM Moldova’s visibility by drafting content including news articles and various other information materials for publication on the Mission’s website, social media platforms, etc., and printing materials;
- Manage, together with the Press and Public Information Officer, the Mission website and social media accounts;
- Keep record of social media statistics and contribute to reporting to Brussels on related aspects;
- In coordination with external suppliers/contractors, manage, maintain and update EUPM Moldova’s external and internal communication channels;
- Draft stories based on EUPM Moldova activities (including Operations projects) for the Mission newsletter and website and contribute as such to the EU Delegation e-newsletter;
- Develop visual and graphic materials for the social media channels of the Mission and when needed, for other activities of the Mission;
- Ensure good quality visual (photo-video) footage of Mission activities, when needed, in view of the Mission public communication and photo-video archive;
- Manage the photo archive of the Mission;
- Develop, draft and publish content for EUPM Moldova’s internal communication channels;
- Draft and update briefings, reports and presentations;
- Contribute to organising and promoting EUPM Moldova’s public events and outreach activities, as well as media events;
- Support the planning, administration and organisation of meetings, workshops and events with EUPM Moldova’s interlocutors, local partners and international organisations;
- In coordination with the Press and Public Information Officer, monitor Moldovan media to prepare and disseminate media digests regularly;
- Assist with the PPIO’s records management, which is to record, file and maintain documents and data in an appropriate format in databases, adhering to EUPM Moldova’s cyber security and data management standards;
- Support the PPIO in managing the budget under responsibility (3 lines of budget), procurement processes and contract/tender/designs and maintain professional working relations with external suppliers/contractors;
- Under the coordination of the Press and Public Information Officer, advise other units in EUPM Moldova on the purchase of visibility items, manage and maintain the e-catalogue and stocks of visibility items;
- Provide translation of public information content, press releases, social media products, briefing notes, minutes, reports and other written materials from English to Romanian and Russian and vice-versa;
- Perform interpretation in simultaneous and consecutive mode from English to Romanian and Russian and vice-versa during meetings, events, presentations and also during possible duty trips, if needed;
- Perform administrative tasks, draft e-mails, memos, letters and other requested documents as required by the PPIO;
- Liaise with the counterparts in the EU Delegation, Moldovan and international partner institutions and EU institutions, if needed and under the coordination of the Press and Public Information Officer and Line Managers;
- Replace ad interim the Press and Public Information Officer, in his/ her absence from the Area of Operations;
- Handle information with confidentiality and discretion;
- Perform any other tasks as requested by the Line Managers.
Qualifications and experience
Eligibility criteria:
- Enjoy full civil rights and do not have a criminal record;
- Citizenship of the Republic of Moldova and/or holding permanent resident and work permits according to Moldovan laws;
- Have fulfilled any obligations imposed on him/her by the laws concerning military service;
- Successful completion of the secondary education attested by a diploma;
- After having obtained the secondary education diploma, at least one (1) year of relevant and proven full-time professional experience.
Essential criteria:
- Be physically fit to perform the duties relating to the post;
- Professional fluency in English and Romanian and Russian languages, both oral and written;
- Very good knowledge of and experience in the Microsoft Office Suite Package and in managing social media channels;
- Good understanding of the political and social national and international environment;
- Good understanding of the Moldovan media landscape, social and cultural environment.
