Project name: Improving governance of protected areas in Moldova through institutional development, capacity development and habitat restoration

Assignment Name: Providing support in developing the law on protected areas in the Republic of Moldova   

The project “Improving governance of protected areas in Moldova through institutional development, capacity development and habitat restoration”, further known as “the Project”, is financed by the Austrian Development Agency (ADA), with funds of the Austrian Development Cooperation (ADC).

The grant agreement for the implementation of the Project was signed on 7 August 2023, between the Austrian Development Agency and the Public Association Ecological Society “BIOTICA” and Public Association EcoContact from the Republic of Moldova and a portion of these funds are intended to be applied for eligible payments under the contract for which this Request for Proposals is issued.

Public Association Ecological Society “BIOTICA” and Public Association EcoContact now invites proposals from International Consultants organised as legal persons to provide the following consulting services: Providing support in developing the Law on protected areas in the Republic of Moldova. More details on the services are provided in the Terms of Reference, Section 5 from the Request for Proposal.pdf .

Implementation of this assignment will require an International Consultant organised as legal person, which is familiar with protected area management, specifically applying international standards including IUCN methodologies and is specialized in providing the above services.

The Consultant should fulfil the following criteria:

Experience as legal person

• Minimum 2 years of general experience as legal person
• Work experience in Moldova would be considered as an advantage

Experience as Protected Area Expert

• Bachelor’s degree or higher in a relevant field, such as environmental sciences, biology, ecology or other related fields
• 5-10 years of relevant professional experience in relevant aspects of PAs
• Excellent knowledge of national protected areas  
• Excellent Knowledge of PAs classification based on IUCN PA categories and on related EU/international PA management system
• Excellent Knowledge of IUCN Global Competence Framework for PAs
• Excellent analytical, writing, advocacy, presentation, and communications skills are required skills.
• Excellent written and oral communication skills in English
• Proficiency in Romanian and Russian languages will be an advantage

The consultancy is expected to be undertaken over a period of 4 months (with a level of effort equal to 20 person-days).
