The U.S.A. Embassy in Chisinau is hiring a Financial Management Assistant (Temporary)

Duties
Under the direct supervision and daily work guidance of the Financial Management Specialist the incumbent is the Financial Management Center (FMC) Voucher Process Analyst and Customer Support Specialist for the FMC one-stop customer service processing. Incumbent is the coordinator for all phases of vouchers and invoices submitted to FMC for payment. Incumbent will provide management the flexibility necessary to effectively use resources, and make the outcomes more efficient. The incumbent will process complex vouchers and be assigned special projects to facilitate the needs of the office. Acts as the primary Alternate Embassy Class B Cashier.
Qualifications and Evaluations
EXPERIENCE:
At least three years of progressively responsible work experience in finance functions (accounting, voucher examination,
and/or payment processing) with particular focus on process management and customer service is required.
JOB KNOWLEDGE:
- Budgeting and financial analysis, with understanding of mathematical formulas for preparing budgets/statistical reports on various elements of data analysis.
- Knowledge of budgeting and accounting principles.
- Knowledge of host country financial regulations and procedures and local banking regulations and practices
Education Requirements:
- At least two years of college or university studies are required.
LANGUAGE:Level III (good working knowledge) Speaking/Reading/Writing English is required. Level IV (Fluent) Speaking/Reading/Writing Romanian is required. Level III (good working knowledge) Speaking/Reading/Writing Russian is required. (This may be tested.)
SKILLS AND ABILITIES:
- Proficiency with personal computer software applications (Microsoft Word, PowerPoint, Outlook and Microsoft Excel).
- Must be able to comprehend, apply, and interpret complicated financial regulations and processes.
- Must be able to provide guidance to assist employees with their individual allowance applications.
- Good writing and typing skills and the ability to use a calculator.
- Ability to manage time effectively in order to meet goals and objectives.
- Good interpersonal skills.
- Highest level of integrity.
