NTU International is a Danish consulting firm providing programme management and advisory services for development projects worldwide. We are looking for a Country Manager Moldova for the upcoming tender EU4U Advisory Programme covering Moldova and Ukraine.

The Programme is intended to support immediate needs and reconstruction efforts, as well as to provide EU accession support, to Ukraine and Moldova, focusing on:

• Providing the Bank’s public and private sector partners with guidance and support in identifying, assessing, preparing, implementing, disbursing and monitoring their projects and programmes in line with EIB standards and guidelines;
• Enhancing the partners institutional and management capacity in the medium and long term;
• Improving the quality, leveraging the impact, and ensuring the long-term sustainability of
• EIB investments in both countries; and
• Promoting good governance and ensuring compliance with EU policies.

Key Expert - Country Manager Moldova

Country Manager Moldova will assist with the management of the team of key and non-key experts as well as the day-to-day management of the programme and coordination of the activities between the key stakeholders in Moldova alone. He/she will act as primary point of contact with the key line Ministries in the Government of Moldova. The position is expected to be full time for a period of 1-2 years and part-time thereafter, located in Chisinau.

Start date: June 2024 and the period of implementation of the contract will be 48 months from this date.

Qualifications and skills

• Master’s degree in engineering, economics or other relevant subject;
• Excellent knowledge of English;
• Working knowledge of Romanian;
• Additional professional qualifications or membership of relevant professional institutions related to a relevant sector is an asset.

General professional experience

• 10 years of professional experience;
• At least 5 years of experience in managing or leading project teams.

Specific professional experience

• Experience on at least 3 technical assistance projects or programmes in relation to the preparation and/or monitoring of infrastructure investment in accordance with international standards;
• Experience with EIB, EC or other IFIs financed project is an asset;
• Relevant experience in the Eastern Neighbourhood is an asset, more so if delivered in

Moldova.
