Project: “Integrated humanitarian response for conflict affected Ukrainians and TCNs in Ukraine, Poland, Moldova and Romania”, funded by Diakonie Katastrophenhilfe (DKH).

Position: Project Coordinator

Competitive Salary, depending on experience, education, etc.

Working hours: full-time (8 hours per day, 5 days per week)

Reports to: Project Manager/Director and works in close cooperation with DKH country representative.

Employment period: 4 months, with possibility of extension

Location: Chisinau, with possible site visits within the country

APSCF is working to create a coherent and functional development framework of the decision makers and of the implementation mechanisms and practices, while ensuring the respect and real protection of children and families. Project description:

APSCF is implementing a one-year long project entitled “Integrated humanitarian response for conflict affected Ukrainians and TCNs in Ukraine, Poland, Moldova and Romania”, funded by Diakonie Katastrophenhilfe (DKH).

The purpose of the project is to contribute to the provision of quality emergency response services for Ukrainian refugees, affected TCNs and vulnerable local population in Moldova through CSO empowerment. In accordance with the pledges of the localization agenda, local CSOs play a very important role in the mitigation of the refugee crisis. Yet, they often lack the capacity and access financial resources needed to scale their interventions. APSCF, with the support of Diakonie Katastrophenhilfe and its donors, will provide funding opportunities and capacity building for APSCF and its 5 local partner NGOs in Moldova.

Duties and responsibilities:

  • Responsible for the implementation of project activities in line with the Project Action plan, the APSCF internal procedures and the regulations provided by the donor, ensuring that all the project objectives are met;
  • Manage the project budget implementation ensuring that project expenditures are performed in accordance with the Legislation of the Republic of Moldova and the Donors requirements;
  • Responsible for the monitoring and evaluation of the project activities including the development and implementation of the project monitoring and evaluation plans;
  • Responsible for the oversight of the project implementation team performance;
  • Ensure overall management of sub-grants with support of APSCF team;
  • Develop the project implementation reports, in accordance with the donor requirements;
  • Manage the relationship with the donor in cooperation with APSCF team, and work in close cooperation with DKH country representative and team;
  • Develop of event concepts and coordinate their implementation, in collaboration with APSCF team;
  • Facilitate and moderate workshops and meetings as needed;
  • Ensure and maintain dialogue with stakeholders, etc.;
  • Coordinate and communicate with the consultants / experts hired by the organization;
  • Participate in all relevant coordination meetings and relevant Working Groups to represent the project;
  • Manage project-related paperwork by ensuring all necessary materials are current, properly filed and stored;
  • Coordinate projects’ communication and dissemination activities together with APSCF team;
  • Contribute in the development of project PR materials;
  • Carry out responsibilities necessary for the smooth implementation of the project at the request of the Secretary General of the APSCF.

Training, skills and personal qualities of the candidate:

  • Relevant advanced university degree;
  • Minimum 3 years of professional experience in project management with sub-granting program coordination, preferably in the social field;
  • Knowledge of project cycle management;
  • Experience in the civil society sector is an advantage;
  • Sensitivity to the refugees, TCNs and local vulnerable people, especially children and families’ problems;
  • Excellent interpersonal and communication skills;
  • Fluent in Romanian and English. Russian is an advantage;
  • Ability to establish an environment of cooperation and collaboration;
  • Results-oriented and problem-solving skills;
  • Manifest quick reaction in case of difficulties in implementation;
  • Ability to uphold high standards under pressure and with tight deadlines;
  • Ability to work in team and autonomously, with a pleasant and respectful behaviour;
  • Dynamism, spirit of cooperation, and initiative;
  • Responsibility, discipline and fairness;
  • Full respect for beneficiary’s/organization confidentiality.

Relationships according to the organizational chart:

The Project Coordinator reports to the APSCF Secretary General/Project Director and works in collaboration with the Programme Manager and other members of the implementation team. During the project execution period, APSCF’s team will work in close collaboration with DKH team who will offer support through consultations, mentoring, trainings, program and grant design, documentation templates, procurement procedures, and other assistance that will ensure the smooth and successful implementation of the project.
