The Republic of Moldova has received financing from the World Bank toward the cost of the Micro, Small and Medium-Sized Enterprise Competitiveness Project (MSME) and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include support and assistance to the State Chancellery, the Ministry of Economic Development and Digitalization and the Project Implementation Unit (PIU) in assessing the status of the current Inspections Registry Software (IRS), its functionalities, etc. and based on this develop technical specifications and key functional requirements for the updated or a new e-Inspection system.

The Terms of Reference (TOR) for the assignment can be obtained at the address given below.

The Project Implementation Unit of the MSME Competitiveness Project now invites eligible individual local consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The evaluation/shortlisted criteria are:

  • University degree or equivalent in computer science, law or business management.
  • At least seven (7) years of experience in business analysis or other related ICT field in the public or private sector.
  • Proven experience in mapping business processes, describing functional requirements for the software and developing technical specifications and functional specifications for IT systems. Proven track record with the implementation of similar or equivalent assignments with at least two projects completed in the last five years, preferably for government clients.
  • Expertise and first-hand experience of conducting economic and feasibility assessments of ICT projects.
  • Excellent understanding of the existing digital landscape, including e-Government services and other platforms.
  • Excellent understanding of the Cloud Computing principles and associated architectural approaches to application development.
  • Fluency in English and Romanian, both written and spoken.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. 

A Consultant will be selected in accordance with the „Open Competitive Selection of Individual Consultants” method set out in the Procurement Regulations and to be specifically set out in the Request for submission of the technical and financial proposal.
