Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental, and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants. 

Context: 

Under the overall supervision of the IOM Chief of Mission (COM) and the Programme Coordinator, Migration Governance and under the direct supervision of the National Programme Officer - Immigration and Border Governance, the Programme Specialist will lead the implementation of IOM Moldova’s programmatic activities related to provision of IBG technical assistance to national authorities and other stakeholders in the area of Information Technology (IT) and digitalization. 

 

Core Functions / Responsibilities:

  1. ​Lead the implementation of programmatic initiatives related to provision of IT and digitalization assistance to the national border and migration authorities including but not limited to know-how adoption, development of technical concepts, introduction of SOPs, the design, development and delivery of specialised IT systems, software as well as the procurement of related specialised equipment; 
  1. ​Coordinate the implementation of programme activities in a context of national leadership and ownership of the technical processes, with full consideration to the national policy framework on digitalization and the technological progress in this domain; 
  1. ​Coordinate with national authorities for the programmatic identification of digitalization and IT needs in the areas of integrated border governance, migration governance, policing, civil protection and other areas covered by IOM mandate and programming and propose related remedial actions; 
  1. ​Plan, prepare and support the delivery of technical training activities and presentations in collaboration with other IOM specialists and IOM units;  
  1. ​ Support the development of relevant technical specifications, business process analysis, documentations and specialised requirements for the provision of digitalization and IT assistance to national authorities; 
  1. ​Coordinate with peers in relevant non-governmental entities (NGOs), international organizations as well as other relevant actors, regularly follow up with other related units as required for the progress of the project activities; 
  1. ​Monitor budget expenditures, verify availability of funds and maintain a proper record of approved project budgets and their revision; 
  1. ​Coordinate and monitor the timely and accurate reporting in accordance to donor requirements on technical assistance to national authorities, including through analysis of statistical information and coordinating the relevant research activities; 
  1. ​Research and  present technical concepts, support the preparation of project proposals, project implementation plans, procurement plans and log frames and terms of reference;  
  1. ​Identify gaps and propose mitigation measures and remedial actions related to the programming and implementation of activities, whenever required; 
  1. ​Conduct field missions of relevance for the implementations of key project activities and undertake duty travels when necessary; 
  1. ​Monitor and provide update to the programmatic supervisors on the progress and, where relevant, additional needs in relation to the project implementation and follow up activities; 
  1. ​Coordinate and support the preparation of correspondence, notes for file, briefing notes, presentations, narrative reports, research documents, tracking tools; ensure status reports are prepared and submitted in timely manner; ensure donor visibility in accordance with  requirements; 
  1. ​Monitor the proper documentation and filing of the project’s administrative and financial documents as well as of data collection forms, follow up with implementing partners on financial tracking, information management and reporting; 
  1. ​Perform other such duties as may be assigned.​ 

Required Qualifications and Experience  

  

Education:     

  • ​​University degree from an accredited academic institution preferably in IT, Computers, Mathematics, Cybernetics, Engineering, Business Administration, Finance or related fields. 

​​ 

  

Experience:    

  • ​​Five years (with Bachelor Degree) or seven years (with High School Degree) of relevant professional experience. 
  • ​Experience in project implementation and management.  
  • ​Experience in working/liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations is an advantage. 
  • ​Work experience related to areas of migration management or border management, labour migration GovTech and digitalisation in the public sector is an advantage.

Skills:   

  • ​​Understanding of project management and implementation and related concepts; 
  • ​Understanding of integrated border management or law enforcement concepts is an asset; 
  • ​Knowledge of Moldovan policy  in the area of digitalization is an asset; 

​​

Languages:  

IOM’s official languages are English, French, and Spanish  

Required Competencies  

For this position, fluency in ​English and Romanian​ languages is required (oral and written). 

Desirable 

​​Working knowledge of Russian language. ​
