Tender no. 83457443 for contracting of a short-term expert to develop the technical specifications for a new website

The German Development Cooperation through GIZ is looking to contract a short-term expert to draft the technical specifications for a new website of the National Food Safety Agency (ANSA) within its project “Strengthening the Rule of Law and Anti-Corruption Mechanisms in the Republic of Moldova.” The services within the assignment will be provided in the period between January - February 2024.

The selected expert is expected to have ddetailed discussions with ANSA’s management on their vision of the design, structure and functionalities of the new website. Based on the agreement with the beneficiary, the expert shall draft a comprehensive document which will be later used by a web design company to develop the new website.

The document specifications shall include, inter alia, the description of business roles for ANSA’s official website, the website architecture, identification and description of functional requirements of the IT system, requirements related to the graphic style and website design.

The selected expert will conduct all the activities in accordance with the provisions of the Terms of Reference (ToR).

The short-term expert shall meet the following qualifications and professional experience:

Qualification and skills

• Bachelor’s degree in Computer Science, Information Technology or similar.
• At least 3 years in similar projects/jobs including online content projects for public institutions or international business/companies.
• Proficiency in Romanian and knowledge of English languages.

Professional experience

• Record of designing and conducting similar work;
• Basic knowledge of Drupal 7 platform;
• Familiarity with user experience design;

The successful application shall include:

1. Technical Proposal, containing (in a separate document):

• Detailed CV and maximum 2 pages of Motivation letter.

2. Financial Proposal, containing (in a separate document):

• Financial offer shall include a breakdown of days per each deliverable to be submitted, the gross (ro. - brut) daily rate in MDL and the total amount per up to 14 workdays of assignment.

All personal data are for the internal use of GIZ; confidentiality is guaranteed.

Successful offerors will be further asked for additional documentation such as copy of ID, bank data and other, as it might be required for the contracting. The successful finalist will be issued a short-term consulting contract.

Applicants shall hold the Moldovan citizenship for a period of at least 6 months at the date of application.

Bid’s evaluation will be performed based on the ratio 70% for the technical aspect (CV, Motivation letter) and 30% for the financial offer. Shortlisted candidates might be asked for an interview and additional information.
