IREX Moldova vacancy - Contracts and Grants Coordinator part-time (extended deadline)

IREX implements two projects in Moldova, Russian-Language Television Content Fund and Strengthening Content Connections, funded by the US State Department to bolster Moldova’s information space by supporting the production and broadcast of high-quality Romanian and Russian – language TV productions.
The projects support the diversification of the television entertainment programming by sustaining the locally produced television series and Moldovan talents meeting audiences needs and preferences.
The Contract and Grants Coordinator will perform administrative and contractual duties necessary for effective implementation of the projects. The candidate selected under this part-time position will support development of contracts and subawards, monitoring implementation of subawards, procurement of services, monitoring of consulting services agreements, overseeing the monthly projections and expenses. The Contracts and Grants Coordinator will work under the direct supervision of the Project Director.
Your Background & Skills
- Bachelor's degree in business management, administration, human resource management or related field.
- Minimum of 2 years relevant work experience.
- Experience with another Department of State, USAID or donor program strongly preferred.
- A strong understanding of the sub awarding process, regulations, and procurement principles strongly preferred.
- Experience in coordinating and monitoring sub awards in Moldova.
- Professional proficiency in English, Romanian and Russian is required.
- Excellent interpersonal and communications skills, both oral and written required.
- Positive and constructive attitude and willingness to support and assist colleagues.
- Proficient in Microsoft office products.
- You must have unrestricted authorization to work in Moldova.
Your Daily Tasks
- Support the selection of the projects’ partners and beneficiaries (sub awardees, consultants, vendors).
- Provide required support with the sub awarding process (assistance with completion of Due Diligence, adjustments of the subaward agreements based on available templates, facilitation of orientation sessions for selected sub awardees, monitoring and maintaining efficient communication and supporting closeout processes).
- Provide required support with the contracting process (assistance with development of RFPs, ToRs, RfQs for consultants, vendors, and other procurement needs, researching the market, running checks, coordination of the evaluation process, supports development and signing of agreements).
- Collect all the necessary information, tracks and updates the program records of subawards through available organizational systems.
- Monitor and tracks monthly expenses of the projects, contributes to quarterly forecast.
- Provide support to the program team as required on issues of compliance with CFRs and national legislation, and subawards implementation.
- Other duties assigned.

This position is eligible for Telework. The eligible employee is part-time Moldova-based staff who works from a worksite outside the Moldova office for one or more days a week.
