Program Summary:
In Moldova, Project HOPE prioritizes locally-led development programs that support the primary healthcare system by strengthening the capacity of local actors to deliver quality services to the population.
Project HOPE, also, focuses on providing medical equipment and critical items to Moldova's critical health infrastructure to ensure timely access to vital medical resources, with a direct impact on quality of care, patient outcomes, emergency response, and overall institutional resilience during crises.
Project HOPE provides health and humanitarian assistance to local people in need and displaced people from Ukraine, as well as refugees from neighboring countries fleeing the ongoing conflict.
Position Summary:
Support program operation, special in HEALTH activities as:
- Project Quality Implementation and Management
- Donor and Internal Progress Reporting
- Field Monitoring
- Partnership Development and Networking
Key activities and Responsibilities:
- Support the development of health assessments, design, planning, implementation, and monitoring of programs including public health/health services and interventions
- Further support the development and implementation of the guidelines, protocols and standards set for health interventions, including roll-out at field level in order to achieve the highest quality of programs intervention
- Ensure that Mental Health interventions are implemented according to approved workplans and timeline in order to achieve planned objectives and program outcomes. Have an active role in quickly adapting and adjusting the plans to address the identified challenges.
- Conduct field visits to assess the progress of program implementation and ensure compliance with processes and policies of PH.
- Monitor health programing implementation according to the approved project design/timelines, flagging and reporting deviations, and identifying challenges and solutions to program quality implementation.
- Conduct regular field visits to targeted health facilities and communities as well as local partners during the preparation of medical outreach activities
- Work closely with Program Manager to ensure creation of the quality concept notes and proposals, including the budgets, log frames and workplans. Provide technical input for new proposals and reports.
- Coordinate production of various health-related documents, including SoPs, visuals, statistics, upon request by management.
- Support dissemination of program specific information with relevant Project HOPE departments.
- Support implementation of program, through regular communications with team members, and the submission of programmatic and financial documentation of activities (reporting), including donor reporting.
- Identify and explore network opportunities with humanitarian actors, national governmental bodies, and UN Agencies to strengthen positioning of Project HOPE.
- As requested, represent Project HOPE at external meetings, liaise with local authorities, members of affected communities, and collaborate with humanitarian actors.
- Contribute to the development of the response strategy considering the knowledge of local developments and strategic trends.
- Assist in any other activity related to the administrative, procurement and logistics areas and other duties as assigned.
Experience, Skills, Educational background:
- Bachelor's degree in medicine, public health, nursing, health sciences, or equivalent studies.
- At least 2-years’ of experience working within a humanitarian and/or development organization
- Fluency in English and Romanian are required.
- Knowledge of National Health System and its Key Elements
- Knowledge of Humanitarian Principles.
- Working knowledge of Logical Framework and Project planning and design or willing to learn.
- Working knowledge of financial processes and budget preparation or willing to learn.
- Program Management skills.
- Proficiency with Microsoft Office – additional computer skills are a plus.
