Project Summary:
The goal of the USAID/OTI Moldova Resilience Initiative (MRI) is to strengthen support for a democratic, European Moldova. USAID/OTI and MSI will work with a coalition of civic, media, and government stakeholders in support of program goals. The program operates primarily through a small grants mechanism and relies on ongoing analysis of the local context to inform programming.

Position Summary:
The Digital Media Consultant will identify digital media content activities. The Consultant will continually review Moldova’s creative community and digital media ecosystem in order to advise how the program can be impactful in this space and to identify emerging creators and work with them to develop their online portfolio and audience. The Consultant will also advise the program on ways to provide alternative creative and journalistic content online, particularly in the Russian language. This is a short-term assignment with an expected level of effort of 100 days and is based in Chisinau, Moldova.
Responsibilities:
- Execute MRI actions to foster a social media community of independent Romanian and Russian-language Moldovan editorial, political, and journalist content creators.
- Develop activities with new or emerging content creators.
- Work with a portfolio of digital media partners to monitor and evaluate their content reach, engagement, and sentiment against proposed targets and content objectives.
- Identify additional technical assistance and recalibration for content creators when needed.
- Coordinate with the MRI team to link partners and cross-market partners when appropriate.
- Remain abreast of social media trends and online influencers relevant to the program.
- Attend weekly meetings with MRI team as requested.
- Provide other services to support the MRI.
Qualifications:
- Master’s degree in journalism, public administration, or another relevant field is required.
- Minimum three years of experience working in the communications field is required.
- Experience with USAID-funded or other international organization projects is preferred.
- Experience in experience in developing and implementing projects in the creative industry or digital communications space in Moldova.
- Ability to work in a dynamic and creative environment that values learning and open communication is required.
- Fluency in English is required.
