World Vision - Moldova Office is looking for a highly qualified and motivated person for the position of Education in Emergencies Specialist.
JOB PURPOSE:
The Education in Emergencies Specialist reporting to the EiE Advisor, will support implementation of EiE projects in Moldova implemented through partners and directly with World Vision. The Education in Emergencies Specialist will have responsibility to follow up and support day-to-day implementation of Education project activities in line with agreed work plan activities, project outputs and outcomes and in compliance with donor regulations.
MAJOR RESPONSIBILITES
Activity Implementation
- Specialist with EiE Advisor to ensure operational systems are in place to support field activities.
- Timely completion of work plan activities in alignment with donor and WV regulations.
- Responsible for the coordination and ensure quality implementation of different EIE projects
- Work closely with project manager and EIE advisor and follow planning, implementation, and monitoring of the projects at the field level.
- Work closely with Project manager and EIE advisor and facilitate and organize project launching, start-up workshop and orient partner staff on overall project objectives, outcome, outputs and key priorities.
- Together with project manager and technical advisor, organize quarterly project review meeting, identify implementation gaps/ challenges and recommend action points,
- Facilitate Review, reflection and learning sessions, document/ share good practices and lessons.
- Support partners to prepare the project monthly/ quarterly/ annual; reports/ updates, 5W, and submit to EIE advisor for review.
- Work closely other sectors ( Child Protection , MHPSSS, livelihood and Cash) and ensure sectoral integration
- Represent Education sector and work with other sectors and partners in the absence of EIE advisor.
Monitoring, Reporting, Documentation & Knowledge Management
- Work closely with Monitoring Evaluation Accountability and Learning (MEAL) team to support coordinated needs assessments and ensure M&E tools are used to guide project implementation.
- In liaison with MEAL team, facilitate timely monitoring, maintain key project data and facilitate reporting of activities and outputs.
- In liaison with Project Managers, conduct routine visits to project sites for purposes of project support, monitoring ensuring that implementation is per approved Detailed Implementation Plan (DIP).
- Participate in regular project review meetings with project and partner staff.
- Submit timely accurate and quality reports to EiE Advisor.
- Support EiE Advisor and Project Managers in the documentation and information sharing of project progress, best practices, lessons learnt and success stories.
Partner Engagement
- Establish strong coordination partners, local government officials, local communities, donor representatives and other stakeholders in regard to the project.
- Represent World Vision and actively participate in local level coordination meetings involving with Cluster, UNHCR, MoE other education partners to ensure synergy of project activities.
- Support partnering unit, Project Managers & EiE technical advisor to identify the right partners to work with in the specific projects.
- Support the identification of capacity gaps amongst partners based on field visits and liaise with partnering unit, Project Managers & EiE technical advisor to organize relevant capacity building interventions and technical support.
- Liaise with partnering unit, Project Managers & EiE technical advisor to ensure target communities and partners are aware of project activities and their roles in achieving these.
Safeguarding
- Provide Strategic Leadership in Safeguarding and implementation of the Child and Adult Safeguarding Policy across WV Moldova• Lead, develop and coordinate Safeguarding Capacity Building and Awareness Raising strategy for WV UCR staff and affiliates
- Take lead in coordination and management and response to Level 1 child protection community-level incidents according to local Child Protection/Safeguarding Incident Preparedness Plan
- Manage the response of Level 2 and Level 3 safeguarding incidents including investigations and reports, with accountability to the Global Centre’s WVI Integrated Safeguarding Unit, according to global protocols and local Child Protection/Safeguarding Incidents
- Preparedness Plan with support from MEERO Safeguarding Focal Point
- Jointly with Operations team(s), ensure that accessible complaints and response mechanisms are in all communities where WV works, in line with the Programme Accountability Framework (PAF), which aim to help children and adults report harm, abuse, exploitation or other breaches of Behaviour Protocols by WV staff, volunteers, visitors, consultants or WV UCR
- Coordinate care for and support to staff working on difficult child protection and safeguarding issues
- All other safeguarding duties as specified in the Safeguarding Policy.
Knowledge / Qualification for the role
Required Professional Experience
- Previous experience working with local partners, planning and implementing education activities an asset.
- Excellent English and local language communication skills (oral and written)
- Experience in teaching and training of teachers and technical support
- Cross-cultural sensitivity, flexible worldview, emotional maturity and physical stamina
- Ability to manage work life without supervision.
- Ability to work in and contribute to team building environment.
- Ability to maintain performance expectations in psychologically stressful environments and physical hardship conditions with limited resources.
- Ability to scan the environment and adapt quickly to the needs or come up with suitable options.
- Able to use a computer, with word-processing and spreadsheets, (e.g. Microsoft Office)
Required Education, training, license, registration, and certification
Degree in Social Sciences or Education or Psychology
Preferred Knowledge and Qualifications
- At least 2-3 years of experience in humanitarian programming
- At least 5 years of experience in teaching or working in government education office.
Travel and/or Work Environment Requirement
The position requires ability and willingness to travel to project sites
Language Requirements
- Effective in written and verbal communication in English.
- Local language a must ( Romanian/ Russian )
