This Opportunity:

Palladium is seeking a Deputy Chief of Party (DCOP) to lead day-to-day management and operations of its activities in the Republic of Moldova in support of USAID’s multi-million dollar Data for Impact (D4I) project, of which Palladium is a consortium member. D4I’s mission is to support countries to realize the power of data as evidence that can improve programs, policies, and outcomes.


In Moldova, D4I is working with the Ministry of Labor and Social Protection - MOLSP on developing a  child protection information system and strengthening the data collection and use of information for decision making, with a focus on social assistance reforms and child protection. D4I is also working with the National Social Assistance Agency (NSAA) to strengthen monitoring and evaluation (M&E)/data use support to the territorial social assistance structures (TSAS),) and partnering with local universities and technical colleges on M&E curriculum development initiatives. Building on the knowledge of the child protection system and relationships formed with the government and its partners, D4I is also facilitating activities around use of data to inform decision making and improving the quality of life of Ukrainian refugees currently in Moldova and of their host communities.


The DCOP will provide day-to-day managerial and operations oversight of the project. S/he will have demonstrated management experience of USAID programs in Moldova or region, ideally in the area of social protection, to ensure the delivery of a wide variety of technical activities, to advance USAID’s local capacity strengthening, data use and protection of children in adversity and other vulnerable groups. S/he should possess strong interpersonal skills to develop and manage complex relationships across various stakeholders.

Type of position, place and period:

 This is a full-time, senior position based in Chisinau, Moldova.

Period: 
September 2023-August 2024, with the possibility of extension

Reporting and Supervision:

 The DCOP will report to the Chief of Party in Moldova and will supervise the Financial and Operations Manager and the Project Assistant.

Primary Duties and Responsibilities: 

 The DCOP will provide day-to-day management and operational oversight of the project, specifically:
-Serve as a member of the senior leadership team of the project and support the COP in oversight of project staff and activities.
-Co-lead and oversee programmatic functions, i.e.,
-development/amendment of work plans;
-development/amendment of budgets (workplan budgets, monthly forecasts);
-ensuring adequate staffing and consultants (develop/oversee the development of job descriptions, selection criteria and memos, participate in selection panels, as the case);
-reporting (semi-annual/annual reports, bi-monthly updates in MIS, bi-weekly written updates for the  -USAID Mission in Moldova, reporting during on-line monthly meetings with the Mission.
-Ensure that workplan activities and related benchmarks and deliverables are fully accomplished, meet expected technical and management quality standards, and are delivered on schedule and on budget.
-Work with the COP and other project staff to continuously refine implementation processes by integrating lessons learned and best practices.
-Oversee the management of contracts, subcontracts and grant agreements, invoicing and payments, in collaboration with the PMU in Palladium home office and relevant staff in Palladium branch in Chisinau (Finance and Operations Manager and Project Assistant) to ensure respect of USAID, Palladium and Moldovan policies, procedures and legislation.
-Support the COP to manage and mentor local staff and consultants, i.e., recruitment, contracting, payroll, invoices, trip reports, monthly check-ins.
-Work with the Finance and Operations Manager and with the Project Assistant to ensure optimal running of the office in Chisinau.
-Maintain effective and open communication throughout the project with the staff and consultants, grantees, contractors and subcontractors, PMU, MOLSP, TSAS, universities, USAID and other relevant stakeholders (donors, civil society, media).
-Serve in an acting capacity in the absence of the COP.

Key Competencies Required:

  -University degree in social science (economics, law, sociology, social work, psychology), business administration), or international development, master’s degree preferred.
-Ten years of experience adaptively managing USAID activities, including programming, contracts, staff management and day-to-day operations.
-Proven experience in building and managing dynamic and performant teams.
-Strong financial management experience including the ability to develop, track and monitor budgets, contracts, grant agreements and overall financial health of the project.
-Sound management skills to guide project human, technical, and financial resources.
-Strong interpersonal skills with a high level of emotional intelligence for effective communication and interaction within the project and with external stakeholders.


Professional Expertise:
-Experience leading large-scale USAID activities that catalyze sustainable development outcomes; prior experience as Chief of Party, Deputy Chief of Party, Project Director, Deputy Director, Team Leader, etc., on project(s) of similar scope, scale, and complexity preferred.
-Experience cultivating and managing relationships across multiple technical sectors, including child protection, social assistance, health, digital development,democracy and human rights .
-Strong communications, writing, and oral presentation skills in English and Romanian.
