Duties
The person covering this position ensures the effectiveness and operational efficiency of programs funded by the Bureau of Population, Refugees and Migration (PRM). The incumbent offers advice and guidance to PRM officials in Washington and Embassy leadership in deciding how United States Government (USG) funds and resources can be best used to support USG policy in the region. Works closely with international organizations, international and local NGOs in program design and implementation to ensure PRM-funded programs achieve USG policy goals. Monitors and assesses the progress of NGOs and humanitarian organizations to determine effectiveness of implementation and suitability for future consideration for USG funding. Monitors media, reports, relevant legislation and regulations on refugee return and integration issues. Attends meetings with senior officials from NGOs, government entities, and international organizations, represents and speaks for the U.S. Government, the Embassy and PRM. Coordinates closely with other embassies in the region regarding refugee issues, provides them with analytic and substantive reports on refugee situations in the region. Provides administrative support as needed.
Qualifications and Evaluations
EXPERIENCE: Minimum of five years in progressively responsible work with humanitarian affairs, refugee/internally displaced persons (IDP)-related issues, government, and/or social services with an international organization, UN agency, non-governmental organization, or diplomatic mission required and/or experience in operating donor-funded programs, experience writing program evaluations related to human rights, migration, refugee, and/or IDP equities.
JOB KNOWLEDGE: Familiarity with political, refugee and humanitarian affairs throughout the region. Understanding of economic, political, social and cultural characteristics of the region.
Education Requirements:
University degree in political science, international relations, law, economics or public policy is required.
Evaluations:
LANGUAGE: Level IV (Fluent) Speaking/Reading/Writing English is required. Level IV (Fluent) Speaking/Reading/Writing Romanian is required. Level IV (Fluent) Speaking/Reading/Writing Russian is required. (This may be tested.)
SKILLS AND ABILITIES: Good computer skills, including Excel spreadsheets. The ability to obtain, analyze and report on information in relevant topics.(This may be tested.)
