Program: USAID Moldova Institutional and Structural Reforms Activity (MISRA)
Location: Chisinau, Moldova
Period of Performance: September 2023 - July 2024
Total Level of Effort: up to 60 days
Work Plan Activity: Assessment of impacts of activities implemented by MISRA
Project Background:
The USAID Moldova Institutional and Structural Reform Activity (MISRA) is a five-year project funded by the United States Agency for International Development (USAID) and implemented by Nathan Associates LLC. MISRA’s objective is to stimulate a sustainable and inclusive recovery from the regional crisis, improve the institutional, business, and trade enabling environment in Moldova by supporting Moldova’s public institutions and the private sector to accelerate the implementation of trade liberalization mechanisms, adopt structural and investment climate reforms, accelerate financial sector reforms, improve economic governance in the public sector, and enhance strategic communications between the private and public actors. MISRA builds on prior and ongoing USAID and US Government activities in the business enabling environment and trade facilitation space to strengthen Moldova’s economic growth and resilience, and by doing so, increase transparency and accountability.
Overview
MISRA is involved in several activities designed to reduce the cost of doing business, increase transparency of the formation of the prices, improve the impact assessments of the regulatory burden on small and medium-sized enterprises (SMEs) and streamline systems of inspections, sanctions and restrictive measures related to business activity. Regarding the latter, MISRA conducted a compliance assessment of inspection and sanctioning systems for business activity. The assessment aimed at establishing the level of implementation of the Organization for Economic Cooperation and Development (OECD) principles and best practices and the degree of achievement of expected reform outcomes, in relation to the activity of both the 13 most important inspection bodies and the entire system of supervision and performance of these bodies. The compliance assessment identified many deficiencies of inspection and sanctioning systems for business activity. As a result, MISRA plans to support implementation of several activities designed to eliminate these deficiencies.
Activities mentioned above are expected to bring benefits for businesses. The Consultant will assist MISRA in assessment of the benefits for businesses from these activities.
Tasks
The Consultant will carry out the following tasks:
Task 1. Carry out assessment of the benefits for businesses expected from: (i) activities designed to streamline systems of inspections, sanctions and restrictive measures related to business activity and (ii) other activities implemented by MISRA, to include but not be limited to the following indicators:
- Affected businesses by:
- business sectors;
- if disproportionate impact by size is significant, explaining most impacted by micro, small, medium, large businesses;
- number of businesses;
- number of employees;
- public budget contributions;
- turnover and exports;
- interrelated sectors.
- Size of impact, limited by the availability of data and assumptions made in consultations with stakeholders, by following type:
- compliance costs/burden;
- changes in turnover;
- changes in competition;
- changes in employment;
- changes in public budget revenue;
- changes in size of corruption;
- other impacts identified during the assessment of each package.
Task 2. Participate in consultations to collect data for assessment and validation of impacts.
Task 3. Participate in discussions of normative amendments, organized with stakeholders and decision makers.
Deliverables
- Impact assessments of:
- drafted normative and legal amendments, developed with the support of MISRA, designed to streamline systems of inspections, sanctions and restrictive measures related to business activity;
- other activities implemented by MISRA;
- Completion report summarizing the work completed, findings, and recommendations, using MISRA template.
Supervisory Responsibilities and Reporting
The Consultant will report to the Deputy Chief of Party/Lead of Component 2 and the Senior Structural Reform Expert.
Skills and Qualifications
- Minimum of a bachelor’s degree in Finance, Economics or Public Policy
- Ten or more years of professional experience in economics, public policies, or a related field
- Demonstrated experience in policy analysis
- Demonstrated ability to interact with government counterparts
- Experience working with USAID and/or other international donors preferred
