Project Summary:
The goal of the USAID/OTI Moldova Resilience Initiative (MRI) is to strengthen support for a democratic, European Moldova. USAID/OTI and MSI will work with a coalition of civic, media, and government stakeholders in support of program goals. The program will operate primarily through a small grants mechanism and will rely on ongoing analysis of the local context to inform programming.

Position Summary:
The Digital Media Expert will support the MRI in efforts to ensure local partners have the tools and expertise to amplify their work and grow an online community. The Expert will work with both MRI program staff and partners to continue to diversify and grow the online media environment in Moldova with entertainment and fact-based content. This is a short-term, remote assignment with an expected level of effort of 20 days and the possibility of travel to Chisinau, Moldova.
Responsibilities:
- Identify recommendations on how to foster a social media community of independent Romanian and Russian-language Moldovan editorial, political, and journalist content creators.
- Identify gaps and recommend adjustments to the program’s approach and activity-level investments in digital media, particularly with regard to its monitoring and evaluation approaches and in light of the absence of monetization in the Moldovan space.
- Contribute and respond to research questions provided by the MRI project team.
- Hold weekly calls with program leadership, technical advisors, and staff.
- Produce a desk review of relevant research and documentation provided by the MRI program, conduct independent research on social media trends and influencers relevant to the program, and lead KIIs with program leadership, staff, and partners.
- Draft a report which responds to the research questions and provides recommendations to foster a social media community in Moldova.
- Provide follow-on consultations with approximately 4-5 current MRI partners to develop actionable strategies for audience growth.
Qualifications:
- Master’s degree in journalism, public administration, or another relevant field is required.
- Minimum five years of experience working in the communications field, specifically digital media, is required.
- Experience with USAID-funded or other international organization projects and familiarity with USAID communications policies is preferred.
- Ability to work effectively under pressure in a stressful environment and with partners from different cultural and professional backgrounds is required.
- Ability to travel to Moldova is preferred.
- Fluency in English is required.
