About Changing the Way We Care
In Moldova, CRS and its consortium partner Maestral International, with other partners working in Moldova, are implementing Changing the Way We CareSM (CTWWC). CTWWC is a global initiative to promote safe, nurturing families for children from residential institutions and children at-risk of family separation. This work involves coordination among a variety of government and non-government stakeholders at the national and local levels to advance childcare reform and strengthen families. CTWWC/MD and its partners use a Collective Impact approach. By its nature, Collective Impact implies cooperation with different organizations, in different relationships.
Job Summary
As a lead for the CTWWC Moldova Grants Program, the Grants Manager will support the design, coordinate, and report on all CTWWC activities implemented and funded through sub-grants to local and national civil society organizations. The Grants Manager will manage the outreach and partnership selection processes, provide technical guidance on project implementation, ensure compliance with donor and CRS requirements related to subgrantee relationships, and will monitor the achievement of sub-grant activity and budget milestones. The Grants Manager will contribute significantly to excellent relationships with partners based on clear understanding of mutual roles and responsibilities.
Roles and Key Responsibilities
- Prepare and disseminate public invitations to submit concept notes and proposals in line with CTWWC Moldova strategic objectives and approved workplan activities.
- Manage outreach and sub-grant selection processes, ensuring competitive and timely selection of partners at the national and local level.
- Document the scope and budget, and preparation of appropriate award agreements (grants and/or contracts). Tracking of agreement process toward full approval. Regular repetition of this process as the work evolves and amendments are needed.
- Organize due diligence processes at start-up and other intervals, as dictated by the capacity of each organization.
- Register new partners in CRS and CTWWC systems (Gateway, Insight, Sharepoint) and ensure compliance with USG system requirements (FFATA, TIP Certification, audits)
- Develop onboarding guidance and organize onboarding activities on project implementation, operations and budget management, safeguarding compliance, MEAL requirements, communication and branding.
- Provide technical guidance to partners and CTWWC team to ensure compliance with donor and CRS requirements related to subgrantee relationships.
- In coordination with technical advisors and other members of the CTWWC team, support and coordinate capacity building and technical support activities to ensure assigned project activities are implemented per project guidelines and standards.
- Collect and verify:
- performance reports relative to the DIP and spending.
- financial reports according to programmatic criteria, to complement review by the Operations team, and resolution of questioned costs.
- Ensure project documentation for assigned activities is complete with all required documents and is filed per CTWWC/CRS and donor requirements.
- Supervise and perform ad-hoc inspections of various processes and resources at project sites to ensure timely project activities implementation and adherence to established process standards and procedures. Ensure proper tracking of resource use for project activities through periodic budget reviews and follow-up with and assistance to implementing partners.
- Assist with preparation of trends analysis reports and documentation of case studies and promising practices.
Basic Qualifications
- Bachelor's Degree required. Degree in International Relations, Business Administration or another relevant field would be a plus.
- Minimum of 4 years work experience in project support, ideally supporting organizational relationships/contracts. Experience with an NGO or international organization strongly preferred. Experience with donor grant mechanisms- especially USAID’s- preferred.
Required Languages – English and Romanian
Travel –none or limited within Moldova
Knowledge, Skills and Abilities
- Good relationship management abilities. Ability to work collaboratively and remotely.
- Strong customer service orientation with very good communication and interpersonal skills.
- Ability to make sound judgment and good decisions and provide quality advice.
- Ethical conduct and ability to maintain confidentiality.

- Ability to adopt and apply various policies and procedures. Quick leaner.
Preferred Qualifications
- Knowledge of USAID regulations, a plus.
- Understanding of financial systems, including budgeting and budget/expense analysis experience preferred.
- Proficient in MS Office package (Excel, Word, PowerPoint, MS Teams).

Key Working Relationships:
Internal: CRS staff based in Moldova and the CRS Operations team, global team members engaged in Changing the Way We CareSM (especially the global Director of Ops/Growth).
External: NGO partner organizations in Moldova, service and goods suppliers.
