Project Assistant

Since 2009, Lumos Foundation has been working with key national and local public authorities and service providers from health, education, and social sectors in Moldova towards holistic childcare and child protection reforms. Lumos has supported the Government to develop polices, legal and regulatory framework for childcare system transformation and supporting local authorities (in 24 districts) to implement the necessary policy and legal framework at district and community levels. Lumos provides technical expertise and guidance to various stakeholders regarding planning, creation and development of community-based family support and family alternative social services, early childhood intervention and inclusive education services, child participation and capacity building of professionals from education, social, and health systems.
Since March 2022, Lumos has been providing humanitarian assistance to Ukrainian families, mainly women and children, fleeing war and violence. Lumos has provide assistance with food, non-food, vouchers and mental health support to refugee families in Ialoveni, Floresti, Glodeni and Telenesti, especially targeting unaccompanied children and families with young. Amongst those refugees that are most an highly vulnerable children are those with disabilities and yet there is little reliable data on where these children are located, what barriers they face in accessing support and assistance and their specific needs. To address this critical gap, Lumos, with funding from UNICEF, will undertake a mapping of Ukrainian refugee children with disabilities currently residing in Moldova. The mapping will include a deeper assessment of the specific needs of these refugee children with disabilities to identify specific support requirements for example, in health, education and social protection. Findings from this mapping will create the foundation for greater inclusion in education and community life by ensuring the needs of disabled children are better identified and appropriately supported.
Purpose of Job
To undertake this mapping, Lumos seeking a Project assistant. The role of the project assistant is contribute to running project successfully and effectively, to perform project tasks according to
the instructions of the project manager and ensure smooth communication between all relevant parties.
Responsibilities
1. Performs assigned tasks by project manager and contributes to the good implementation of the Project.
2. Participates in the planning, review, and re-planning of Project activities.
3. Plans weekly and monthly activities to achieve the Project's objectives.
4. Contributes to the organization of the implementation of activities within the Project. 5. Keeping track of the long- and short-term project objectives.
6. Communication with operations officer regarding needs for materials and supplies for the project, collecting the approval and communication of the budget codes.
7. Being familiar with the project’s budget and working on the reduction of expenses.
8. Making sure the communication with partners around the project runs smoothly.
9. Participates to technical assistance to professionals/operators in process of completion of the data base.
10. Monitoring the accuracy of completing the databases and communication with the IT specialist and professionals/operators to solve the issues.
11. Taking care of the paperwork on a regular basis.
12. Participates to organizing meetings, trainings.
13. Making project-related notes by using project management software to track the day-to-day activities.
14. Participates in the elaboration of monthly and final reports regarding the implementation of the Project.
Qualifications and Experience
- Higher education in social sciences or other relevant fields.
- Minimum 3 years of experience in a similar position.
- Experience in document management and organisation of office operations, and/or in coordinating travel arrangements and in providing logistical support to consultants, staff, and project partners.
- Experience of working in an international environment.
- Highly reliable, able to consistently meet tight deadlines.
- High level of interpersonal skills; open-minded individual, culturally sensitive, friendly, flexible, adaptable, team player, and possesses patience and high degree of confidentiality in a changing environment and needs.
- Experience using computers for a variety of tasks.
- Competency in Microsoft applications including Word, Excel, and Outlook.
- Fluency in written and spoken Romanian and Russian is required.
- Employment contingent upon clear criminal background check.
- Ability to work effectively in a team-oriented environment.
- Strong analytical, communication and negotiation skills.
- Advanced computer skills (MS Excel, MS Word, PowerPoint, Outlook, etc.). Verry good knowledge of Excel is a must.
- Good digital skills, phone applications
- Strong command of spoken and written Romanian and English.
Special Requirements
1. The Consultant has the responsibility to review and adhere to organisational policies of Lumos:
- Safeguarding Policy;
- Whistleblowing Policy;
- Data Protection Policy.
2. A breach of Lumos policies may result in termination of the consultancy agreement.

Staff and associates will be required to sign the safeguarding policy, complete a self-declaration and will be provided with a comprehensive safeguarding induction to understanding of Lumos policies and how to implement them in our work.
