JOB DESCRIPTION

Role and responsibilities
The purpose of the Urban Displacement and Outside of Camp (UDOC) Officer is to implement the day to day activities in the Community and the NRC Community Center. The UDOC Officer will be managing the scheduling, coordination, and support of all activities within the Community, including the Community Center. He/she will be reporting to the UDOC Protection Coordinator. The position will be based in Moldova.
Generic responsibilities:
Ensure adherence with NRC policies, tools, handbooks and guidelines
Implement delegated UDOC project portfolio according to plan of action
Prepare and develop status reports as required by management
Ensure proper filing of documents
Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist
Promote and share ideas for technical improvement

Supervision of UDOC assistants and Incentive workers
Specific responsibilities
Under the supervision of the UDOC Protection Coordinator, liaise with relevant stakeholders, including members of the community, local and international non-government organizations, and governmental authorities when required
Coordinate with NRC partners and community members on activities and assist in facilitating their activities in the NRC Community Center
Ensure that beneficiaries receive up to date information and are aware of the assistance available in the NRC community center and the area
Carry out internal and external referrals to specialized service providers and follow-up with beneficiaries, and ensure systematic data filing and record keeping
Support the Protection Coordinator in administrative tasks, maintenance and care of the NRC Community Center
Support UDOC-Protection Coordinator in establishing the NRC community center (identification of the centre, installing equipment, furniture etc.)
Support the establishment and maintenance of coordination mechanisms and coordination tools (e.g. stakeholder and service mapping etc.).
Promote, and assist on the referral, complaint & feedback mechanism for the affected population
Oversee and maintain the schedule and activity plan for NRC staff working in the Community Center and ensure means of verification and activity trackers are updated.
Ensure that gender and protection mainstreaming are carried out at the field level by all staff and throughout all activities
In collaboration with the UDOC Protection Coordinator, prepare Procurement Requests, payment lists, attendance sheets, reports, etc. as needed
Competencies

These are skills, knowledge and experience that are important for effective performance.
Generic professional competencies:
Experience from working as a Project Officer in a humanitarian organization or social work environment
Previous experience working in complex or volatile contexts
Previous experience working with vulnerable populations is an asset
English proficiency both written and verbal
Fluency in Romanian, Ukrainian / Russian preferred
Context/ Specific skills, knowledge and experience:
University degree in Business Administration, Social Work, Psychology, Anthropology, or a related field
At least 1 years’ experience in a team leadership or line management position;
Excellent capacity to plan, prioritize and multitask, attention to detail;
Excellent team-working skills;
Flexible and adaptable, and have the ability to cope with stressful situations;
Excellent computer literacy, including MS Office (Word and Excel); Other digital skills appreciated
Ideally experience in a project implementation position in an NGO or UN agency
Preferable knowledge in either (or multiple) of the following fields of intervention: Camp management UDOC and protection
Good reporting and coordination skills
Excellent cultural awareness, empathy and sensitivity
Highly approachable, trustworthy and confidential
Ability to work independently whenever required.
