Job Summary:
The Accountability Manager is responsible for spearheading the accountability agenda on the Country Program, through the implementation of a robust Feedback, Compliant, and Response Mechanism (FCRM) and supporting decision-making and adaptive management based on feedback received.
Job Responsibilities:
- Drive an accountability agenda across the CP, ensuring accountability to beneficiaries is at the center of all of CRS’ work in Moldova and Ukraine.
- Ensure timely follow-up and resolution of sensitive complaints, in accordance with relevant CRS policy and procedures.
- Manage internal and external reporting requirements, in coordination with relevant departments.
- Develop and maintain effective accountability / risk and compliance mechanisms across the Moldova and Ukraine programs, including ensuring feedback mechanisms are optimized, prioritizing the safety and well-being of the participating populations with whom CRS works.
- Ensure the functioning of an effective and efficient CP-wide FCRM that results in timely responses to beneficiaries following agency best practice.
- Ensure program staff have a clear knowledge, training and understanding of key accountability concepts and practices through appropriate trainings and orientations.
- Coordinate communication and facilitate information sharing among the program teams, implementing partners, and project beneficiaries at the community level to assist local partners in strengthening the community interest, involvement, and support network.
- Working with program leads, ensure feedback received is channeled correctly to inform program reviews and adaptation.
- Supervise the CP’s Accountability team including the Accountability Officer, Accountability Assistant/Operator, and Risk Compliance Officer.
Basic Qualifications
- Bachelor’s diploma, ideally in social studies, project management, international affairs or related fields, Master’s Degree (preferred).
- Minimum of 4 year of work experience in social development, charity or humanitarian projects for vulnerable groups.
- Prior experience working for a Moldovan or international NGO a plus and/or participating in volunteer community development initiatives preferred.
Knowledge, Skills, and Abilities
- Observation, active listening and analysis skills with ability to exhibit empathy and understanding.
- Good relationship management skills and the ability to work closely with local partners, national and regional stakeholders, and community members.
- Attention to detail, accuracy, and timeliness in executing assigned responsibilities.
- Strong data collection skills, qualitative and quantitative research, and the ability to interpret and analyze information.
- Proactive, results-oriented, and service-oriented.
- Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint).
Required Languages
Fluency in Business English as well as Romanian and Russian required; Ukrainian preferred.
Travel
Must be willing and able to travel to locations in Moldova up to 20% with potential travel to Ukraine.
