Job Summary
Along with our partners, CRS Moldova works to provide safe, dignified homes for refugees, cash assistance and psychological first aid training to social workers and humanitarian frontline staff. CRS is also working with partners to deliver extra-curricular activities to support refugee children in a nurturing, supportive, and fun environment where they can have the childhood they deserve.
As a Senior Project Officer for the Field Coordination of Cash Assistance Program, you will assist project implementation for a large project supporting eligible asylum seekers and refugees in Moldova. You will work directly with partners coordinating various project activities in support of Catholic Relief Services’ (CRS) work to serve poor and vulnerable. Your coordination and relationship management skills will ensure that the project for which you are responsible applies best practices and constantly works towards improving the impact of its benefits to those we serve.
Roles and Key Responsibilities
- Organize and lead the implementation of all assigned project activities as outlined in the detailed implementation plan in line with CRS program quality principles and standards, donor requirements, and good practices.
- Ensure learning properly accompanies project activities throughout the project cycle. Support accountability through coordinating project evaluation activities and guiding partners in their efforts to reflect on project experiences.
- Analyze implementation challenges and report any inconsistencies and/or gaps to inform adjustments to plans and implementation schedule.
- Coordinate and oversee working relationships with all local project stakeholders and serve as the liaison between them and the project team to mobilize local actors and promote project activities and impact.
- Supervise and perform ad-hoc inspections of various processes and resources at project sites to ensure timely project activities implementation and adherence to established process standards and procedures.
- Perform data consistency checks, coordinate quality assurance activities with partner’s staff and coordinate with partner staff for any discrepancies identified.
- Implement monitoring activities and processes according to the project’s detailed implementation plan. Supervise and perform ad-hoc inspections of various processes with partners at project sites to ensure timely project activities implementation and adherence to established process standards and procedures.
Other responsibilities:
- Responsible for ensuring quality of program in the field.
- Lead on development of Information, education and communication materials as needed for the population serve by project.
- Lead training sessions with partner organization field staff.
- Responsible for ensuring that security protocols are applied according to CRS’s policies and procedures.
- Work closely with partner’s teams to ensure that teams understand roles and responsibilities in adherence with the standard operating procedures (SoPs) agreed with UNHCR.
Typical Background, Experience & Requirements
Education and Experience
- Bachelor's Degree required. Additional experience may substitute for some education.
- Minimum of 1-2 years of work experience in project support, ideally in the field of humanitarian response or refugee integration and for an NGO.
- Experience working with stakeholders at various levels and strengthening community partnerships.
- Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint).
- Experience working with partners capacity strengthening, participatory action planning and community engagement.
- Experience monitoring projects and collecting relevant data.
- Strong report writing skills.
Personal skills
- Analysis and problem-solving skills with ability to make sound judgment.
- Good relationship management skills and the ability to work closely with local partners and provide coaching support.
- Proactive, results-oriented, and service-oriented.
- Attention to details, accuracy, and timeliness in executing assigned responsibilities.
- Ability to contribute to written reports.
Required Languages – English and Romanian or Russian
Travel – 25% travel to project locations around Moldova whenever is needed.
