Project & Role Overview

We are seeking an Evidence and Learning Coordinator for a 3 month contract to support IWPR’s Countering Disinformation Moldova (CDM) project in Moldova which builds the capacity of local Moldovan organisations and journalists to effectively counter disinformation operations in their country. CDM draws on IWPR’s successful track record supporting local CSOs and media organisations in the Eastern Partnership region, including Moldova.

The Evidence and Learning Coordinator will coordinate local training and mentoring activities, as well as assisting with research and evidence around disinformation.

More specifically, the position will:

 Provide technical support to the Evidence and Learning Advisor as he/she conducts research on disinformation in Moldova;
 Ensure the quality of research, including working with the CDM team to set up 2 of 2 processes of data management, data analysis and field research management.
 Help build and deliver a capacity strengthening plan in Moldova in collaboration with the CDM Project Manager;

 Work with IWPR's partners in Moldova to conduct in-person interviews, assist with focus groups, and set up local partnerships/train freelancers to support research capacity on the ground;
 Work closely with the wider CDM team to ensure that research is utilised to shape new projects, theories of change, and that teams are engaging with research;
 Manage the day-to-day implementation of research activities as requested;
 Communicate complex technical ideas using non-technical language to a wide range of audiences including journalists, CSOs and the wider public;
 Visit various regions of Moldova in order to conduct field research, organise focus groups, or interview stakeholders;
 Assist International Trainer and Mentor in conducting research, interviews and focus groups for an upcoming Handbook on Countering Disinformation aimed at journalists and CSOs;
 Assist Project Manager and International Trainer and Mentor in organising training event(s) in Chisinau and gathering feedback from the participants;
 Attend conferences and other events that may be outside normal working hours or place of work as required to undertake the role effectively;
 Adhere, and ensure research adherence to safeguarding, diversity and data protection policies. 

Minimum Requirements:

 Undergraduate degree in International Development, Social Behaviour Change, Social Research, or a related field. A post-graduate degree would be highly desirable.
 Excellent qualitative and quantitative data collection/analysis skills, including experience in survey management and undertaking qualitative fieldwork (e.g. Focus Group Discussion and Semi Structured Interviews).
 Experience in management of research agencies and external data collection partners to ensure delivery of high-quality research projects and data.
 In-depth knowledge of Moldova, preferably with experience of working with CSOs and/or media. 

Desirable:
 Experience in assessing M&E capability and in designing M&E systems. Strong writing and editing skills – using plain English to write and edit reports and other documents, alongside the ability to communicate complex research ideas and findings to non-technical audiences.
 Experience in working with local partner organisations within Moldova and coordinating activities for multi-partner project, including project planning, management and working to targets, and managing partner teams.
 Ability to engage in key methodological trends in the sector such as, remote data collection techniques, analysing social media metrics and other ‘big data’ and using online survey tools. Experience in capacity strengthening in research methods, including quantitative and qualitative methods.
