Context:
Since the inception of IOM in 1951, Movement Operations have been and continue to be a fundamental pillar of the Organization’s work. The organized movement of persons in need of international migration assistance is a primary mandate of the Organization and a cornerstone of IOM’s operations. This mandate has resulted in the international transport of more than 15 million migrants and refugees worldwide. Movement Operations departments in various IOM missions, coordinated under the division of Resettlement and Movement Management (RMM) in the Department of Operations and Emergencies (DOE) at IOM’s Geneva Headquarters, are responsible for all aspects of travel for migrants and refugees under IOM’s auspices, in accordance with the various framework agreements with resettlement and receiving Governments and partners across the spectrum of the Organization's programmes.
Under the general supervision of the Chief of Mission and the direct supervision of Movement Operations Manager, the Senior Operations Assistant (Field) is responsible for undertaking movement operations activities in the field, with the following duties and responsibilities:
Core Functions / Responsibilities:
1. Perform field support activities in a designated area, such as airports, transit centers, third-party facilities, camp-based operations, sub-offices, or transportation.
2. Lead Field Support Teams as they perform field services, including sub-offices (bus stations), such as providing custodial care of travel documentation; verifying identities and documentation; registering individuals, and coordinating with the government and partners on the ground to facilitate stately travel of individuals, including flight arrivals, check-in, luggage formalities, immigration procedures, and security screening.
3. Lead Field Support Teams in assisting individuals at sub-offices, such as upon arrival, orientation, food and non-food items; instructions, briefings; and coordinating with medical unit to conduct pre-embarkation check (PEC), return travel or onward travel with briefings, luggage support, and transition to transportation. Enter and update relevant data in appropriate systems, and ensure vulnerable individuals are assisted in a way that ensures their safety, security, and comfort; immediately report all issues to the appropriate supervisor (s).
4. Assist in the coordination of timely and adequate services for individuals before departure at bus stations or during transit in airports and other locations for meals, snacks, and water. Work closely with the procurement unit to ensure meals are culturally appropriate and to reduce waste while maintaining the highest level of food quality.
5. Collaborate with units, departments, and beneficiaries on pre-departure formalities such as travel loans, luggage, prohibited items, bag tags, and clothing/shoes. Assist with daily discussions about cleanliness, litter, and hygiene with beneficiaries. Maintain all posters and informational messages in visible locations and keep them up to date.
6. Oversee transportation from Moldova's sub-offices to Romania, ensuring identity verification, readiness, and organization of those being transported, and providing relevant briefings. Ensure proper baggage sorting, tagging, and handling, and arrange for individuals to be escorted on transportation as needed. Ensure that people with special needs receive appropriate services and report any problems to supervisors right away.
7. When necessary, provide selection mission support, exit permit support, and/or interpretation services for individuals on the field.
8. Provide regular feedback on work completed to the head of Operations and keep supervisors informed of any issues that require their attention.
9. Inform the Operations Officer or management of any violations of SOPs or codes of conduct by IOM staff or partners.
10. Carry out any other duties that may be assigned.
Required Qualifications and Experience
Education
- Completed secondary [high school] education required with five years of relevant working experience; or three years of working experience with a Bachelor’s degree.
Experience
- Prior Movement Operations or transportation experience is a strong advantage.
Skills
- Strong computer skills - Word, Excel and Internet.
Languages
Fluency in English is required. Knowledge of Romanian and Russian is an advantage.
