Position Summary:

The Senior Program Development Officer (SPDO) plays a key role in supporting the Chief of Party (COP) to effectively oversee and implement small-grants on a USAID-funded program in Moldova. In addition to small-grants oversight, The SPDO's responsibilities may include aspects of financial management for grants and subcontracts; budget management; and Task Order start-up and close-out. The SPDO will coordinate with project staff responsible for all aspects of activity implementation while staying appraised of the evolution of the local political, legal, and economic situation and how to continuously adopt the program.

The SPDO will be expected to step in as needed to support the COP and other program staff in activity development and management tasks while staying apprised of the evolution of the local political, legal, and economic situation and on how to continuously adapt the program.

Primary Responsibilities: The SPDO is responsible for:

 Programmatic aspects of the anticipated program. S/he will oversee activity development, including supervising and mentoring a team to develop complex activities in a highly scrutinized transition environment.
 Ensuring appropriate implementation of the program strategy.
 In collaboration with the COP, and other relevant staff, ensuring that procedures are established and complied with for activity development, activity worthiness, activity implementation, management, monitoring and evaluation, and closing.
 Ensuring that program implementation is in accordance with regulations and procedures and the specifications determined under the program. This will include monitoring grantee worthiness, ensuring that all procurement processes are perceived as transparent by beneficiary communities, ensuring fair and transparent processes, review of financial management, and monitoring activity implementation.
 Understanding and analyzing national, regional, and local politics, and guiding program staff in creatively designing grants that relate to the current political environment.
 In collaboration with other relevant staff, identifying program opportunities and potential local partners and provide timely analysis of political and security developments.
 Under the guidance of the COP, contributing to the design and implementation of the M&E system at the activity and program levels and for ensuring that all programming is properly monitored and evaluated.
 Working with the COP and other staff to improve implementation processes throughout the program.

Education & Minimum Qualifications:
 A minimum of six (6) years of relevant work experience and a bachelor's degree or eight (8) years of relevant work experience without a bachelor's degree. Relevant experience entails working on donor-funded projects in a related role.
 A minimum of one (1) year of supervisory experience.
 Experience with grants management, including in-kind and fixed amount awards
 Financial management experience, including budgeting; financial management (tracking, reporting and accounting); and procurement.
 Strong written and oral communication and analytical skills.
 Fluency in Romanian and English (both written and verbal).

Preferred Qualifications:

 Knowledge of the Moldovan context and/or previous experience working in Moldova or similar environments. Proven understanding of mass media in Moldova and Eastern Europe highly desirable;
 Fluency in Russian highly desirable (both written and verbal);
 Demonstrated experience working with counterparts at various levels within government structures and with a variety of civil society stakeholders;
 Experience working on donor-funded projects in a related role with demonstrated supervisory experience.
 Demonstrated experience and knowledge in establishing systems and overseeing program start-up under limited time constraints.
