GIZ - Policy Advisor



GIZ is looking for a Policy Advisor for its project “Policy Advisory Fund”, which is financed by the German Government.

This position is expected to start on the 15th of November 2022 for a 12 months period, with the possibility of extension. The permanent workplace for this position will be based in Chisinau.

The primary role of the Policy Advisor is to advice the State Chancellery and line ministries on implementing the strategic policy planning framework, to design and implement capacity development measures for key actors in the field of strategic planning, policy coordination and policy development, and to support processes that allow for effective coordination and dialogue with non-state actors.

The overall responsibilities covered by this position are as follows:

  • Technical and process advice to the State Chancellery and selected line ministries on the strategic architecture for implementing reforms
  • Support to the State Chancellery in continuously developing and updating the National Development Plan in line with the Medium-Term Budgetary Framework and the EU Association Agreement
  • Promote horizontal cooperation and cooperation in the process of policy development
  • Support to the government in a structural analysis of existing strategies in line with the national development strategy
  • Initiate a needs assessment to identify capacity gaps
  • Conceptualize and coordinate capacity development measures (e.g. trainings, on the-job coaching, peer-to-peer exchange, etc.) for key actors
  • Ensure proper implementation of the capacity development measures including assessment of their effectiveness
  • Advice on the establishment of adequate dialogue platforms with civic and private sector actors (including roundtable discussions, exchange with academia/research and practitioners)
  • Promote consultation processes that ensure inclusion of all stakeholder groups in public policymaking
  • Initiate activities to mainstream the Leave No One Behind (LNOB) Principle.

Required qualifications:

  • Master´s Degree in Public Administration, Political Science, International Relations, Development Studies, or related field.
  • At least 6 years of professional working experience in policy development, strategic planning, preferably in a cross-sectoral integrated manner
  • Previous experience working in/with government institutions
  • Profound knowledge of international development and partnership building
  • Experience in coordinating large and complex processes with multiple different actors; including government, civil society, academia, the public and the private sector
  • Proven excellent written and verbal skills in Romanian and English. German would be an advantage
  • Excellent interpersonal, organizational and time management skills. Mature initiative, tact, and high sense of responsibility; ability to work independently and under pressure to tight deadlines
  • Effective negotiation and moderation skills
  • Profound IT skills
  • Strong drafting, presentation, and reporting skills
  • Moldovan citizenship or holding permanent resident status in Moldova.
