GENERAL CONTEXT AND BACKGROUND:
HEKS/EPER is a Swiss INGO founded in 1946. HEKS/EPER is supporting local partner organizations with around 200 projects in 34 key countries worldwide. HEKS/EPER Bangladesh Office cooperates with NGO active in the field of development cooperation and humanitarian aid.
HEKS/EPER was active in the Republic of Moldova from 2004 to 2020 and the latest Country Program 2016-2020 was aiming at improving the living conditions for people in the rural areas of the Republic of Moldova. The focus on the rural areas addressed the disparities and inequalities in development of urban and rural areas in Moldova. Officially the HEKS/EPER office in Moldova was closed in December 2019 but the CD was still working for HEKS/EPER as a consultant.
The conflict in Ukraine has created a regional humanitarian crisis. Moldova is one of the main refugee-hosting countries and a transit country for onwards. Moldova is Europe’s poorest country, with the lowest per-capita GDP, populated mainly in rural areas and economically unable to respond to such a big number of refugees without external aid. As of 15 June, 498’896 people have entered Moldova from Ukraine, of which 85’948 Ukrainian refugees and 3’873 third-country nationals have remained in the Republic of Moldova. The number of persons arriving from Ukraine into the Republic of Moldova has fluctuated since the escalation of the war in Ukraine.
Due to such a context and knowing that HEKS/EPER has a previous strong experience in the country by supporting local partners, it has been decided to open again the CO based in Chișinău, i.e. located in the south-central part of the country.
MAIN RESPONSIBILITIES AND TASKS:

Project Management |
· Working closely with the HAD for development of high-quality concept notes and proposals. Provide technical support for the expansion of HEKS/EPER program in Moldova and contribute to develop country level humanitarian strategies. · The PM will be responsible for assessments, projects design, reports preparations for donors in close collaboration with the HAD and the HQ MEAL unit. · Provide detailed, accurate and timely monthly report on the activities, challenges and areas that need of improvement including operational data. · Ensuring efficient implementation of the country programme/project portfolio. · Upholding good relationships with all of HEKS/EPER’s partner organisations and stakeholders. · Supporting the HAD in organising and conducting consultants’ and/or partners’ visits, training sessions and meetings. · Monitoring, evaluating and controlling project/programme implementation according to the M&E standards and procedures of HEKS/EPER. · Keeping the HAD informed about the project and budget implementation and any related issues. |

Partner Support and Monitoring
|
· Advising and assisting partner organisations with attaining the set project goals and supporting them with their own organisational development. If necessary, organising necessary capacity building together with the CO team. · Drawing up project proposals together with local partner organisations and the HAD. · Preparing draft partnership agreement for new projects for the attention of the HAD. · Carrying out consultations, assessments and evaluations for specific projects. · Ensuring that partner organisations deliver the budgeting, narrative and financial reports on time. · Supporting partners in M&E processes at project level. |

Experience Exchange |
· Gathering information about initiatives and fundraising opportunities in the country/region and communicating relevant information to the HAD. · Maintaining familiarity with the current standards for emergency aid; staying informed at all times about further developments and periodically keeping all stand-by measures updated. · Acting in the event of an emergency to take care of the project planning, the partner support, the monitoring thereof and the reporting in consultation with the HAD. |

Safety and Security |
· Together with HAD, asses and consult other partners to ensure security situation of planned locations is ensured; Ensure risk assessment and share security information. · Responsible to put in place appropriate security and prevention measured during any distribution and implementation of project activities. · Assist team members to produce timely incident report to the line manager and advice the HAD on taking corrective measures, if needed. |
EXPECTED QUALIFICATIONS:

Education and professional experience |
· MA degree in social welfare, international relations, and/or other relevant field. · Minimum 3 years of relevant experience in the NGO field with a focus on civil society development programs; · Experience in Cash Voucher Program, MHPSS and Social Protection is a must. |

Professional requirements |
· Experience with NGOs in management. · Coordination and negotiation skills with a range of different stakeholders. including local authorities, UN agencies, NGOs, Sectors. · Previous experience of programme management. Experience in monitoring protection trends and changes in the context, and using this analysis to facilitate decision-making for real time program adaptation and advocacy. · Experience of and commitment to working through systems of community participation and accountability. · Budget management and excellent computer skills. · Knowledge of monitoring and evaluation. · Experience of training and capacity building staff. · Some experience of representation and ability to represent HEKS/EPER effectively in external forums. · Knowledge of institutional donors and experience of developing proposals. · Ability to write clear and well-argued assessment and project reports. · Excellent communication and interpersonal skills with working experience in liaising with governmental authorities and local communities as well as national and international institutions. · Willing to work at least 30% at the field level. |
