ASSISTANT COUNTRY COORDINATOR

(National Post*)

Diakonie Katastrophenhilfe (DKH) provides humanitarian aid worldwide. It supports people who have fallen victim of natural disasters, war and displacement and who are not able to cope on their own in the emergency situation they find themselves in. It is an effort to help people in great need worldwide, regardless of their colour, religion and nationality. DKH is part of the Evangelisches Werk für Diakonie und Entwicklung e. V., the Social Service Agency of the German Protestant Church – one of the biggest welfare institutions in Germany with its headquarter in Berlin.

DKH, in collaboration with its partner Support to Life (STL), provides support to the national partners in all neighboring countries hosting refugees from Ukraine, providing humanitarian assistance. For the Refugee Response Program in Moldova, DKH and STL is looking for a qualified and motivated Assistant Country Coordinator to be initially hired as consultant for a short period.  DKH is in process of registering a branch in Chisinau. After the completion of the registration process in the country, an employment contract shall be available.

OVERVIEW of POSITION

Location: Chisinau. Moldova with frequent travel to the project sites

Assignment Period: 6 months contract with high possibility of extension

Line Manager: Country Coordinator

 

JOB DESCRIPTION

Working under the line management of the Country Coordinator (CC) and in close collaboration with Regional Experts, the Assistant Country Coordinator is responsible for the following tasks:

Setting up and Managing Country Office

  • Facilitating the official registration process in the country,
  • Facilitating the office setup
  • Supporting the CC on managing a filing and archiving system for Country office
  • Maintaining the relations with lawyers and the accounting company for compliance to national legislations for DKH branch in Chisinau

Program and Operations Management

  • In coordination with CC, following work plans of project activities and providing support to partner staff where there are gaps
  • Reviewing monthly and quarterly progress reports prepared and submitted by partners
  • Conducting monitoring and evaluation visits to project sites together with CC or in close coordination with CC

Representation, Networking and External Communication

  • Maintaining communication with key stakeholders in country
  • Attending all relevant cluster coordination meetings in country when needed
  • Representing the organization with major stakeholders such as public authorities, local governments, INGOs, national NGOs, UN agencies, donors, and others in country

Partner Capacity Support

  • Supporting the CC on periodically analyzing the partner’s internal systems, structures and reports to ensure that overall project, finance, logistics and security management is being effectively handled
  • Supporting CC on the identification of gaps in the management of projects and operations, and supporting the partner in undertaking action for their improvement

Strategy Planning

  • Closely following the relevant developments in the context, humanitarian needs and gaps in the country
  • Providing support on the identification of new partners and partnerships for new projects and programs, as needed

QUALIFICATIONS

  • A University degree preferably in humanitarian assistance, development, social sciences, engineering, business administration and management, or relevant field,
  • At least 5 years of professional experience preferably in the humanitarian or relevant field,
  • Proven knowledge and skills in implementing projects, monitoring, evaluation and coordination,
  • Well acquainted with the humanitarian principles and standards,
  • Demonstrated experience in team management and capacity strengthening,
  • Experience in institutional development and working with local partners is preferred
  • Excellent writing and speaking skills in Romanian, English and preferably Ukrainian
  • Experience in working with multicultural teams
  • Excellent interpersonal, communication, organizational and representation skills
