Senior Energy Advisor - Moldova

Position summary & job purpose: 

Tetra Tech is recruiting a Senior Energy Advisor to support the implementation of the USAID funded Moldova Energy Security Activity (MESA). The objective of MESA is to strengthen Moldova’s energy security by: (1) advancing physical and market integration of the Moldovan energy sector with Europe; (2) increasing renewable energy integration; and (3) increasing investment in energy efficiency and domestic power generation, particularly through increased adoption of renewable energy technologies.

The Senior Energy Advisor will provide support to the MESA team and the Government of Moldova. This position is full-time, and hiring is contingent upon USAID approval. Position responsibilities: 

  • Advise MESA and the Government of Moldova on areas such as regional market integration and coupling, harmonizing legal and regulatory framework with EU energy acquis, renewable generation development, energy security and overall sector planning and strategy;
  • Support coordination of MESA’s activities with the Government of Moldova, energy sector stakeholders and international donors. 
  • Develop position papers and concept papers for presentation to relevant stakeholders on energy sector issues in Moldova.  
  • Advise on how program/project interventions fit into energy system of the country and its estimated impact on energy security. 
  • Support MESA with the design of programs and project interventions related to Moldova’s energy sector strategy.  
  • Monitor national developments in the energy sector and track their implementation to inform the direction of MESA programming. 
  • Participate and represent MESA in national and international forums as directed. 
  • Perform other tasks assigned by the Management.
     

Essential KSA's required (experience, skills, education, certification, etc.): 

  • Advanced degree in economics, business, energy engineering or in a relevant field; a higher qualification will be considered as an advantage.
  • At least 10 years of professional experience advising on development of energy infrastructure serving appropriately both Europe and Eurasia region 
  • Prior experience in and deep knowledge of the EU Acquis on Energy; knowledge of Moldovan Electricity Sector will be considered as an advantage.
  • Fluency in English is required both for oral and written communication. Knowledge of Romanian and/or Russian languages will be considered an advantage.
  • Strong communication skills: ability to clearly explain thoughts, legal and technical opinions and prepare memos and presentations.
  • Computer literacy: adequate skills on MS Windows, MS Office and internet applications are required.
  • Demonstrate flexibility, dedication in the assigned duties and a highly cooperative spirit.
  • Excellent time management and organizational skills.

Valued but not required KSA's: 

  • Familiarity with the political and economic dynamics of Moldova.
  • Experience working for or collaborating with other international donor funded projects.
