Project Overview

Data for Impact (D4I), funded by the United States Agency for International Development (USAID), supports countries to generate and use high-quality data as evidence that can improve programs, policies, and—ultimately—health and social sector outcomes. D4I is implemented in several countries around the world, including Moldova. D4I Moldova is working to strengthen the capacity of the government and its partners at national and subnational levels to collect, analyse, and use data to generate a positive impact on children in adversity.

Background and Purpose of Position

D4I has been approached by the Ministry of Labour and Social Protection (MOLSP), requesting support to collect, analyse and utilize data for the benefit of children and adults with disabilities. This work will be in partnership with the National Council for Disability and Work Ability Assessment (https://cnddcm.gov.md/ncdwaa/), with the ultimate goal to institutionalize the data collection and data analysis process. The support will include a mapping of existing disability data, identification of gaps, developing indicators based on the mapping exercise, supporting the development of data collection forms and training instructions for the various ministries and other data collection entities, organizing a training workshop, and providing guidance on data analysis and use. Finally, D4I will support the MOLSP to prepare an annual bulletin on disability and institutionalize that reporting practice, in line with the country's ratified UN conventions, SDGs and EU accession commitments. This is a current national priority also monitored by the Parliamentary Commission on Social Protection, Health and Family.  

For this purpose, Palladium is recruiting a part-time Disability Data Consultant to advise D4I support on disability to ensure USAID Mission and Government of Moldova’s expectations are met.

Reports to: D4I Chief of Party

Duration: 40 days, part-time position, August – November 2022 (with possibility of extension)

Location: Chisinau, Republic of Moldova

Job Responsibilities:

• Work closely with D4I M&E Associate Consultant and the MOLSP staff to improve the statistics related to children and adults with disability.
• Participate in the mapping of the disability-related indicators and assessment of data producers and data users.
• Identify additional relevant disability indicators, including disaggregations.
• Contribute to the development of a Roadmap to address data gaps for improving disability statistics;
• Support the MOLSP and D4I to organise consultative meetings with stakeholders and development partners for improving the disability statistics.
• Support the development of the Matrix of indicators with metadata.
• Develop data collection forms and data entry instructions.
• Co-train stakeholders in data entry.
• Contribute to the quality check of collected data.
• Support the MOLSP to develop an annual disability information bulletin.

Required Qualifications:

Requirements:

• Education background in statistics, mathematics, economics or other relevant social science field.
• Sound knowledge and experience in M&E, including indicator development, data analysis, visualization and use. Experience in disability data mapping/surveys/analyses would be an advantage.
• Experience in data quality assurance.
• Ability to think critically to synthesize large amounts of information, organize and store it, and communicate findings.
• In-depth knowledge of Moldova’s economic and social context, in particular legal and institutional framework as it pertains to disability.
• Demonstrated ability to establish and maintain effective working relationships with the Moldovan government and international stakeholders. Experience working in a project funded by USAID, or another U.S. government agency would be a plus.
• Demonstrated ability to work effectively with team members and customers of different cultures, gender, and hierarchical levels.
• Detail-oriented and deadline-driven with strong organizational skills and ability to work in a dynamic and agile environment with changing requirements and priorities.
• Proficiency in MS Office and data analysis software.
• Ability to speak, read, and write Romanian and English is essential.
