Monitoring & Evaluation Specialist for Helvetas
HELVETAS is the largest Swiss nongovernmental organization with a dual mandate for long term development and humanitarian response. It has been present in Moldova since 2018 implementing projects in the field of market systems development in the field of agriculture. We are hiring:
Job title: Monitoring & Evaluation Specialist (Moldova) / M&E Officer
Employment rate: 100 % 17k MDL
1. Organisational Integration
Staff category: National staff
Location: Chisinau, with occasional travel in the country
2. Overall Objectives:
a) Lead (or support) the development of M&E plans, data collection tools and monitoring procedures for Helvetas’ humanitarian projects in Moldova in line with programme quality standards, donor requirements and recognized good practices (depending on experience level
b) Oversee the collection, storage and analysis of monitoring data, support the preparation of project progress reports
c) Develop questionnaires and conduct household surveys (such as PDMs)
3. Main Tasks (derived from objectives)
A In coordination with the programme’s coordinator and the project manager
- Develop M&E plans for projects
- Develop tools for data collection and data compilation
- Define monitoring procedures
- Train field teams in monitoring procedures and the use of monitoring tools
B In coordination with the programmes coordinator and the project manager
- Ensure the timely collection of good-quality monitoring data through the field teams
- Clean and compile the collected data (Excel database)
- Analyse data and prepare graphs and figures for narrative reports
- Provide technical advice to field teams as needed
- Support field teams in their daily monitoring tasks as needed
C In coordination with the programmes coordinator and the project manager
- Develop household surveys using Kobo or similar software
- Conduct household surveys in collaboration with the field teams
- Clean and compile the collected data
- Analyse data, prepare graphs and summarize findings in a short report
4. Competency Profile
Bachelor’s degree (Master’s degree preferred) in a related field such as finance, statistics, IT, economics, social sciences, social anthropology, international relations, international cooperation
b) Skills: Mandatory
- Basic knowledge in project cycle management
- Solid experience working with Excel databases, qualitative and quantitative methods for data collection, doing data analysis and presenting findings
- Experience in designing questionnaires and conducting surveys
- Strong communication and coordination skills
- Well-organized and structured workstyle
- Proactive personality with critical thinking and problem-solving skills
- High interest to engage in further learning
Desirable
- Familiarity with result chains, log frames and indicators
- Experience using digital data collection tools such as Kobo Toolbox
- Experience with handling of sensitive data (data protection)
- Experience working with statistical software and database programmes
- Familiarity with core humanitarian principles, protection mainstreaming
Desirable
- Experience in a M&E position, preferably in development cooperation or in the humanitarian field
- Experience in providing trainings, technical advice or user support
6. Languages
English: fluent speaking, reading and writing
Romanian and/or Russian native speaker
7. IT skills
Proficiency in Microsoft Office products (Word, Excel, PowerPoint, Outlook, Teams)
It could be also the student of last year studing.
