ADRA Moldova seeks a Multi-Purpose Cash Assistance (MPCA) Coordinator

Background

Adventist Development and Relieve Agency (ADRA) is the global humanitarian arm of the Seventh-day Adventist Church – part of the 20 million strong Adventist community, with hundreds of thousands of churches globally and the world’s largest integrated healthcare and education network. ADRA delivers relief and development assistance to individuals in more than 118 countries – regardless of their ethnicity, political affiliation, gender, or religious association. By partnering with local communities, organizations, and governments, ADRA is able to deliver culturally relevant programs and build local capacity for sustainable change.

ADRA Moldova has been an active humanitarian and development office since 1999, with the country office located in Chisinau. The agency is an active member in all clusters in Moldova and is also part of the emergency team established by the local ministries through support offices in the country. ADRA Moldova currently employs 26 staff whilst upscaling its capacity for response to the Ukrainian crisis.

Duty Station: Chisinau

General Position Summary:

The Multi-purpose Cash Assistance (MPCA) Coordinator is responsible for managing the provision of services to assist MPCA eligible clients to attain self-sufficiency through short term cash assistance. MPCA Coordinator will provide services related to the administration of MPCA, screening, enrolment, eligibility determination of monthly cash assistance, and follow-up services.

Responsibilities:

  • Provide intake, assessment, and enrolment to a caseload of MPCA beneficiaries
  • Ensure monthly compliance of program participants and distribute MPCA
  • Reconcile monthly MPCA payment with finance staff
  • Ensure case files and reports are maintained in accordance with donors’ requirements
  • Understand and adhere to guidelines in MPCA Manual for beneficiaries' eligibility, program length, benefits explanation, sanctioning, and appeal policies
  • Responsible for collecting appropriate information to determine beneficiary eligibility on a routine basis
  • Basic understanding of refugee resettlement and ability to review eligibility documentation
  • Understands and implements protocols for sanctioning clients' financial assistance when appropriate in consultation with the Program/Project Manager
  • Responsible for recording beneficiaries' information in the Database and submitting electronic reports monthly
  • Follow-up with all active MPCA beneficiaries in a weekly basis and update services and case notes as needed
  • Work closely with all Department staff.
  • Review all beneficiary documentation and consult with direct supervisor prior to case closure
  • Responsible for keeping beneficiaries aware of service timeline and send reminder letters with the date they will be out of their MPCA benefits
  • Collect all information from external agencies and organizations
  • Participate on Working Groups
  • Maintain Data Base of MPCA beneficiaries and update their status on a regular basis
  • Responsible for confirming eligibility with other entities as required
  • Complete the timely completion of all reports required
  • Attend department's meetings
  • Communicate all activities, program success, and challenges with Program/Project Manager
  • Other relevant duties as assigned by supervisor.

 

Requirements:

  • University degree in a relevant field (Statistics, Economics, Social Sciences, etc.)
  • Strong computer skills in MS Office programs, particularly advanced Excel, and statistical software (e. g. SPSS)
  • Strong organizational and administrative skills, attention to detail and the ability to manage priorities, work under pressure and meet tight deadlines
  • Excellent oral and written Romanian, English and Russian skills
  • Able to work independently and require minimum of close supervision and control.
