ADRA Moldova seeks a M&E Officer

Background

Adventist Development and Relieve Agency (ADRA) is the global humanitarian arm of the Seventh-day Adventist Church – part of the 20 million strong Adventist community, with hundreds of thousands of churches globally and the world’s largest integrated healthcare and education network. ADRA delivers relief and development assistance to individuals in more than 118 countries – regardless of their ethnicity, political affiliation, gender, or religious association. By partnering with local communities, organizations, and governments, ADRA is able to deliver culturally relevant programs and build local capacity for sustainable change.

ADRA Moldova has been an active humanitarian and development office since 1999, with the country office located in Chisinau. The agency is an active member in all clusters in Moldova and is also part of the emergency team established by the local ministries through support offices in the country. ADRA Moldova currently employs 26 staff whilst upscaling its capacity for response to the Ukrainian crisis.

General Position Summary:

Under the guidance and supervision of the Project Manager, the Monitoring & Evaluation (M&E) Officer is responsible for learning, monitoring, and evaluation of the project activities. The M&E Officer works in close collaboration with Project Manager and other project staff, community members and other regional stakeholders to guarantee that project monitoring evaluations are carried out according to schedules and that findings and recommendations are implemented and followed up.

Responsibilities:

  • Contribute to review the project M&E plan and implement entire M&E activities in accordance with the plan
  • Coordinate the overall M&E system and processes, in particular collection and analysis of M&E data (surveys, web statistics, interviews, feedback, case studies and reports) to draw out learning and implications
  • Design, set up and use M&E systems to collect data
  • In consultation with project staff, contribute to technical and programmatic project reports by assessment and review of indicators, collecting and analyzing M&E data
  • Support to prepare the project periodic review, mid-term, and final review
  • Prepare analytical documents based on lessons learnt and areas evaluated, effectiveness and impact of these activities for the projects’ periodic review
  • Prepare required documentation and reporting for donors
  • Train project staff on using the M&E tools and process and ensure smooth use and implementation of the tools for M&E data collection
  • Provide advice to staff and partners on M&E decisions such as the identification of priorities, needs and indicators
  • Support the organization in various activities foreseen in programs such as trainings /workshops, conferences, and meetings with relevant stakeholders
  • Any other relevant tasks as required by the supervisor.


Requirements:

  • University degree in a relevant field (Statistics, Monitoring & Evaluation, Economics, Social Sciences, etc.)
  • At least 2 years of applied experience as M&E officer for an NGO
  • Experience of managing M&E systems, including M&E capacity building
  • Strong computer skills in MS Office programs, particularly advanced Excel, and statistical software (e. g. SPSS)
  • Strong organizational and administrative skills, attention to detail and the ability to manage priorities, work under pressure and meet tight deadlines
  • Excellent oral and written Romanian, English and Russian skills
  • Able to work independently and require minimum of close supervision and control.
