PROGRAM BACKGROUND

Handicap International “HI” (operating as Humanity & Inclusion) is an independent and impartial international aid organization working in situations of poverty and exclusion, conflict and disaster. Working alongside persons with disabilities and other vulnerable groups, our action and testimony are focused on responding to their essential needs, improving their living conditions and promoting respect for their dignity and their fundamental rights.

HI is currently opening a multi-sectoral life-saving assistance to the most vulnerable Ukrainian Refugees transiting through Moldova or staying in the country, as well as to the most vulnerable Moldovan population. His objective in the country is to strengthen and support access to mental health and psychosocial support; physical rehabilitation services, and inclusive humanitarian action.

 

MISSIONS / RESPONSABILITIES

Based in Chisinau, with frequent travel in the country, the liaison officer is in charge of supporting the teams with coordinating with local authorities in the area of intervention, as well as supporting with crosschecking information and assisting the Country Manager in security duties as needed.

 

Responsibility 1: Liaison with local authorities, humanitarian stakeholders and representation

 

Activities

  • Ensure the link with local humanitarian office and security actors in the area of implementation to ensure good communication and understanding of local rules
  • Help Country Manager by planning, preparing and obtaining permissions from local authorities for activities, movements and supply
  • Developing and maintaining a wide network of communications and relationships
  • Under the delegation of the country manager, represent HI during humanitarian and security coordination meetings
  • Ensure that HI’s message is conveyed during meetings in accordance with its mandate and programs
  • Regularly visit HI’s intervention sites

 

Responsibility 2: Internal Coordination

 

Activities

  • Coordinate with officers of all departments to support all teams with required approvals
  • Coordinate with Logistics team to manage the approval letters
  • Support the Country Manager in case of issue with authorities.
  • Draft minutes of meetings for the country manager for each country he/she attends
  • Draft the weekly situation report for the context/security section
  • Compile the country situation reports and send it on a weekly basis to the country manager

Responsibility 3: Context monitoring

Activities

  • Daily monitoring of local media (Moldovan and potentially Ukrainian & Russian), confirmation with local sources, and daily reporting on key updates related to the Moldova context. Summarized translation of key information when relevant
  • Regular monitoring the overall political, military, economic, social and humanitarian context in the area of intervention
  • Alerting HI’s security managers without delay of all security incidents or threats that could have an impact on personnel’s security and/or HI’s affairs
  • Provision of a summarized security / context briefing in weekly / monthly team meetings upon request
  • Active participation in internal strategic workshops and planning meetings, with inputs on the population needs, gaps, presence of other actors, and other contextual factors
  • Under the supervision of the Country Manager, development of contacts with local stakeholders on a regional level (civil society, civil and military authorities, local NGOs, local authorities, etc.) in order to obtain all the information and agreements necessary for the acceptance of HI’s programs in the local context

Responsibility 4 : Security management

Activities

  • Provide an adapted context/security briefing to new arrivals, including: new national staff, new visiting national staff
  • Advise HI’s security managers during crisis management and resolution of security incidents
  • Perform internal checks on the respect of security procedures and provide recommendations to the concerned managers.

Note that this job description must remain flexible, to respond to additional tasks or changes as identified by the line manager.

 High school diploma or equivalent; college degree preferred

Or any relevant certificate.

 

Experience (type and amount of experience) :

 

 

 Minimum 1 Year experience working for an NGO  Good understanding of NGO principles and procedures

Good written and verbal communication skills

 Proven Experience in public relations, liaison, safety and security

 Representational and diplomatic skills

  Excellent problem solving skills

 Ability to travel in the operational area

Good computer skills (Office, Social Media, Google Maps)

Good multi-tasking skills

 Previous experience with HI.
