I. Organizational context

Public Association “Law Centre of Advocates” (LCA) is a public association, a non-governmental, non-political, non-profit association registered at the Ministry of Justice of the Republic of Moldova on 24 February 1997.

LCA is looking for qualified persons for the vacant position of the legal counselor.  This is a full - time (100%) until 31 December 2022, subject to further extension based on availability of funds.

II. Responsibilities

Duties/Assignments:

The Finance Officer will:

  • Oversee the financial operations and ensure timely and accurate financial reports and practices including cash management, payroll, financial disbursements, ledgers etc.
  • Responsible for entering financial information and maintaining all financial records for projects and for the organization.
  • Preparing and maintaining donor agreements and staff contracts.
  • Manage financial control, prepare and analyse budgets, develop financial reports, and make recommendations to the organization on budget expenditures.
  • Obtain approvals on all procurements and purchases for the projects and for the organization.
  • Monitor the expenditures to ensure that program funds are utilized appropriately by the close of the fiscal year.
  • Ensure that all financial reporting is completed on time and submitted to donors.
  • Oversee the financial audits of all projects of the organization.
  • Provide financial inputs for proposal development, project management, Human Resource Management policies, logistics, travel and other areas of administration.

Education:

  • Bachelor’s degree in a relevant field.

Experience:

  • Minimum three years of grants management, finance, accounting, or related experience.
  • Prior experience working on program support for civil society organizations is desirable.

Institutional arrangements:

  • All communications and documentation related to the assignment are in Romanian.
