Duty Station: Chisinau, with frequent travels in country
Classification: Consultant
Duration: All Inclusive Salary: Six months with possibility of extension 23000 MDL per month

Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. Context:
Following the launch of military operations across Ukrainian territory on 24 February 2022, substantive flows and displacements across Ukraine and toward neighbouring countries have been reported countries in the following days. As response to the Ukrainian crisis, IOM Chisinau has increased operational activities which requires additional administrative staff.
Under the Refugee Response Plan for Moldova IOM Chisinau is recruiting a protection team leader to supervise mobile protection teams consisting of legal counselor(s), social worker(s) and other relevant staff providing support to refugees, migrants and host communities.
Core Functions / Responsibilities:
1. Coordinate three multidisciplinary mobile protection teams part of IOM protection response; supervise planned activities on a daily basis; organize coordination meetings.
2. Ensure the implementation of vulnerability screenings for refugees and migrants according to IOM Standards; ensure quality case management.
3. Ensure data protection principles are followed when managing sensitive personal data of vulnerable population.
4. Provide technical guidance to case workers by providing advice to case management decisions, when necessary, suggesting capacity building opportunities to improve technical knowledge and providing IOM staff with IOM and inter-agency resources, tools and appropriate forms to facilitate their work.
5. Support the provision of counseling and direct assistance for most sensitive and complex cases.
6. Ensure migrants and refugees have access to all the necessary information in order to approach relevant specialized care and/or administrative services.
7. Coordinate with relevant authorities and civil society organizations for the set up of referral mechanisms; develop Standards Operating Procedures (SOPs) when needed.
8. Coordinate with relevant authorities on other matters related to the mobile protection team work, needs and findings; report emerging trends and protection concerns to management.
9. Work in close collaboration with IOM Migration Health teams and psychologists’ teams.
10. Monitor the work of IOM protection mobile teams.
11. Maintain IOM database for case management and reporting.
12. Prepare regular reports for donors, communication purpose, partners.
13. Undertake duty travels as required.
14. Perform other duties as required for the successful implementation of the project.
Required Qualifications and Experience
Education
Bachelor’s degree in Law, Psychology or Social Work or related field with four years of relevant professional experience; or
High School diploma with six years of relevant experience.
Experience
- Previous experience in providing counselling to migrants and/or refugees is an advantage.
- Awareness of migrants and refugees’ issues.
- Excellent communication and negotiation skills, personal commitment, efficiency and flexibility.
- Ability to work with minimal supervision and difficult conditions.
- Good knowledge of Word, Excel and the internet.
Languages
Fluency in Romanian, Russian and English is required. Knowledge of Ukrainian an advantage.

A prerequisite for taking up the position is legal residency in the country of the duty station and work permit, as applicable.
