Monitoring, Evaluation, and Learning (MEL) Officer/Assistant, USAID/OTI EXPLORE Europe, Moldova Engagement

About the Position 

Dexis seek a Monitoring, Evaluation, and Learning (MEL) Officer to support a programming engagement in Moldova initiated under the USAID Office of Transition Initiatives (OTI) SWIFT 5-Programs IDIQ “EXploratory Pilot and Learning Options for Regional Efficiency” (EXPLORE) Task Order for the Europe region. EXPLORE engagements may be active for an approximate period of performance of one (1) to six (6) months, with the maximum length of an engagement being approximately 12 months.

The MEL Officer will provide MEL support to the project.

This position will be based in Moldova with an anticipated start date in April 2022.

Responsibilities

• Support design of program MEL system, including indicators, data collection and analysis methodology, and associated tools.
• Employ Collaborating, Learning and Adapting (CLA) and Action Research approaches to the MEL system for the program to ensure a dynamic, iterative approach.
• Measure and track program achievements and impacts.
• Assist the program in achieving measurably more impactful efforts.
• Monitor contextual factors, including using data-driven approaches to enhance knowledge related to the engagement objectives.
• Lead and manage timely and quality preparation of information products and reporting, including but not limited to quarterly progress reports, annual reports, and ad-hoc rapid updates on program status and impact as requested.
• Support project training, including face-to-face training, distance learning, web-based platform training, and other capacity building approaches to enhance MEL abilities of staff and partners.
• Undertake, as security conditions allow, periodic visits to project locations to collect data and/or oversee data collection efforts.
• With support from USAID/OTI, contributing to the design, implementation and ongoing revision of a MEL system that adheres to USAID/OTI guidance and meets the needs of the program for learning, analysis, and reporting.
• Provide input and advice on procurement of external MEL services as needed.
• Develop performance management plans (PMPs) and building program capacity, developing, and reviewing project MEL plans and building implementing partner capacity.

Qualifications

Minimum Requirements:

• Bachelor’s degree or equivalent university degree in a relevant field.
• At least 4 years of experience conducting evaluations and/or assessments of many sizes and scopes, in developing countries.
• At least 2 years of experience providing logistical and operational support services to international development projects.
• Strong written and oral communication skills, interpersonal skills, and team management skills.
• Experience living and working in Ukraine.
• Experience working in environments experiencing political transition
• Fluency in written and spoken English and Romanian.

Preferred Requirements:

• Formal training in monitoring and evaluation strongly preferred.
• Familiarity with USAID objectives approaches and operations, particularly as they relate to evaluations.
• Experience with USAID/OTI programming preferred.
• Advanced degree preferred.
