Expert to draft the proposal for the National Program for Development in Organic Agriculture

Background: CNFA (Cultivating New Frontiers in Agriculture) is a USAID-funded organization supporting agribusiness economic development in transitional countries. Farmer-to-Farmer (F2F) is a USAID-funded program implemented by CNFA in Moldova. The goal of F2F is to generate rapid economic growth in the agricultural sector. As a part of project activities, CNFA is seeking the services of a local Moldovan expert to provide support to the Moldovan Ministry of Agriculture and Food Industry in its efforts to develop the National Program for Development in Organic Agriculture.
Assignment Requirements: The selected expert will provide the following services through desk research, in-person meetings in Moldova, phone calls, and in writing as requested by CNFA:
- Conduct desk research of existing documents that are relevant to the task:
- The Government Decision no. 386 from 2020 on public policy documents related to planning, development, approval, implementation, monitoring, and evaluation
- The Organic Agriculture Value Chain Analysis developed by CNFA (to be provided to the winning offeror), and other studies on Moldova’s organic agriculture value chains
- The draft organic agriculture law, which is being developed.
- Any relevant documents provided by the team of the Organic Agriculture Department of the Moldovan Ministry of Agriculture and Food Industry
- Conduct a number of meetings with the relevant stakeholders (including but not limited to the Ministry of Agriculture, MOVCA, private sector representatives, education institutions, etc.) to collect input and suggestions for the the proposed directions. Final list of stakeholders to be consulted will be approved by CNFA.
- Work in close cooperation with the Legal Section team of the Ministry of Agriculture and Food Industry, and with the Organic Production and Products with Designation of Origin Service team of Organic Agriculture Department of the Moldovan Ministry of Agriculture and Food Industry while coordinating the development of the draft.
Expected period of performance: April 15, 2022 through September 15, 2022
Expected level of effort: To be determined during the interviewing process.
Qualification requirements include:
- University degree in Economics, Business Management or Agriculture, or another relevant field;
- Strong understanding of the Moldovan organic agricultural sector;
- Intimate knowledge of the Government Decision no. 386 from 2020 on public policy documents related to planning, development, approval, implementation, monitoring, and evaluation;
- Proven prior experience in drafting similar documents, experience with the Ministry of Agriculture and Food Industry in this area will be a considerable advantage;
- Excellent command of English and Romanian;
- Strong writing and oral communication skills.
Submission Requirements: Candidates must submit the following to be considered for the assignment:
- A cover letter, describing the applying expert’s relevant experience in meaningful detail, as well as the contact information of at least three references (name, position, email, phone number), and the proposed daily rate for the specific assignment
- CV presenting relevant experience for the specific assignment

CNFA may require applicants to conduct interviews and/or submit additional documentation, such as references, upon request.
Evaluation Criteria: CNFA will evaluate applications received using the following criteria:
- Criteria 1 – 40 points: demonstrated experience in developing quality programs of similar type
- Criteria 2 – 30 points: reasonability of cost proposed for the assignment
- Criteria 3 – 30 points: feedback from past relevant references
Terms and Conditions: The selected candidate will be subject to CNFA’s standard consultancy terms and conditions in performance of this award, which are available upon request. CNFA reserves the right to: negotiate with multiple candidates; select one, none, or multiple candidates; or cancel this call for experts in its entirety. Issuance of this call for experts does not constitute award commitment by CNFA, and candidates will not be compensated for applications submitted in response to this call for experts. Candidates understand that USAID is not a party to this solicitation, and agree that CNFA, at its sole discretion, will make a final decision regarding this procurement.
